This refers to the special inspection conducted by the NRC Region V office on May 15, 1980, of radioactive waste shipments authorized by License No. SUB-971 at the Richland, Washington, waste burial site. The findings of that inspection were discussed in a telephone conversation between you and Dr. C. J. Paperiello, Chief, Materials Radiological Protection, Section 2, of this office on June 24, 1980.
The enclosed copy of our it.cpection report identifies areas examined during the inspection.
During this inspection, certain of your activities appeared to be in noncompliance with NRC requirements, as described in the en:losed Appendix A.
This notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations. Section 2.201 requires you to submit to this office within twenty days of your receipt of this notice a written statement or expla-nation in reply, including for each item cf noncompliance: (1) correc-tive action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full com-pliance will be achieved.
In addition to the above, this also refers to the discussion of the inspection of a shipment to the Barnwell Site in South Carolina in November 1979. The violations of DOT Regulations which occurred at that time are identified in the attached report from the State of South Carolina which has previously been sent to you. Please tell us what actions you will take to prevent recurrence of these items.
