As part of the low level waste inspection conducted during November 17-21, 1980 trailer r. umber 70399 and associated shipping records were inspected on ?!ovember 20, 1980 and are detailed in this report. One package was opened.

A representative frcm the Cepartment of Transpo~rtation was not present during this inspection. !!ary Lou Blazek from the Strie of Nashington, Departrrent l of Social and Health Services, was present duc ig this inspection.

Results,: Two apparent items of noncompliance with NRC/ DOT regulations were observed. See paragraphs 3 and 5 of the enclosed report.

It appears that the NRC Region I Office, the State of Washington, and Deoartrent of Transporation are the appropriate organizations to take enforc'ement acticns.

! Radiation surveys were performed with a Xetex model 305B, serial number 8142, due for recalibration January 3,1981.

Centamination surveys of unloaded trailers and checks for removable radioactive contamination were performed with an

Eberline E-520 and HP-260 pancake proce, serial number 1586, due for recalibration January 2,1981.

This trailer transported 80 drums of LSA radioactive waste, a partial i description of which is provided as attachment A.

This was an exclusive use shipment.

Radiation surveys of the trailer indicated a maximum dose rate of 6.0 mr/hr at the surface of the trailer and 0.5 er/hr at two meters from the sides of the trailer. The dose rate in the cab was measured to l be background.

Title 49, Part 173.392, requires LSA wastes to be packaged in strong tight packages so that there will be no leakage of radioactive materials under conditions normally incident to transportation. Contrary to the above, during the unloading of trailer 70399 drum number 58 was found to be leaking green fluid from its top ring which leaked to the floor of the trailer.

Checks of the drums for removable radioactive contamination, and a survey of the truck bed after unloading indicater? no significant rcdioactive contamination above background.

Title 49 Part 172-203(d)(1)(ii) requires that the shipping paper description for a shipment of radioactive material include a description of the physical and chemical form of the material.

Contrary to the above, it was noted that the physical form of the material being shipped in drum 58 was not properly described in that the material was listed as solid but contained liquid as well as solid.
