' A State of Washington representative was onsite. One drum was opened on February 26, 1980, by Zion Station personnel with approval of Washington State representatives.

' . Results: Maximum dose rate on the surface of the transport trailer was 220 mR/hr. This was in noncompliance with DOT regulations (see paragraph 4).
It appears that the Department of Transportation and Region III are the appropriate organizations to take enforcement actions.

Tbis report details the inspection of trailer 442054 on February 22 and 26, 1980, as part of the inspection ecnducted during February 19-29, 1980.
Instruments used were a digimaster (serial no. 503152, calibration due February 26, 1980); Xetex 303A (serial no. 3484, calibration due May 18, 1980); Eberline E-520 (serial no. 1462, calibration due May 18, 1980); Technical Associates Pug 1AB (Serial no. 503042, calibration due February 26, 1980); minimonitor II (serial no. 503029, calibration due February 26, 1980).
One Washington State representatives was present for the initial survey of the trailer. A second Washington State representative was present for the Zion Station personnel" drum examination activities.

This trailer was loaded with seventy 55 gallon drums containing LSA Nos.
An exclusive use vehicle was requested.
Copies of shipping papers are enclosed as Exhibit A.
The shipment contained of 415.4 millicuries of Co-58, Co-60, Cs-134. and Cs-137.

The radiation survey of the trailer revealed a maxicum dose of 220 mR/hr at the vehicle surface on February 22, 1980, 7.9 mR,'hr at six feet from the trailer and.25 mR/hr in the cab.
Wipes of the trailer and drum emitting the maximum radiation dose showed no removable contamination.

Zion station personnel requested the trailer not be off loaded so they could examine the load and specifically, the drum emitting the maximum
radiation dose. Zion station personnel arrived on February 26, 1980.
The specific drum was off-loaded, surveyed, opened and examined. NRC surface of drum dose rates were 1200 mR/hr. Dose rates were 25.0 mR/hr three feet from the surface of the drum.

The vehicle surface maximum dose rate of this trailer (No. 442054) was 220 mR/hr which appeared to be in noncompliance with DOT regulations. The regulation requires the maximum surface dose rate for an exclusive use vehicle be less than 200 millirem per hour (49 CFR 173.393(j)(2)). l l
