COLUMBIA GENERATING STATION, DOCKET NO. 50-397 2003 ANNUAL ENVIRONMENTAL OPERATING REPORT

Dear Sir or Madam:

This letter is submitted per the reporting requirements of Section 5.4.1 of the Columbia Generating Station Environmental Protection Plan (EPP; Appendix B to Operating License NPF-21).

There were no EPP noncompliances in 2003 and there were no design or operational changes or tests that involved an unreviewed environmental question. No non-routine nonradiological reports (within the context of EPP Section 5.4.2) were required for 2003. A summary of the effluent data reported to the State of Washington on the monthly discharge monitoring reports is attached.

Should you have any questions or desire additional information regarding this report, please call JP Chasse at (509) 377-4477.

Respectfully, X,>
