Dear Sir or Madam:

This letter is submitted per the reporting requirements of Section 5.4.1 of the Columbia Generating Station Environmental Protection Plan (EPP; Appendix B to Operating License NPF-21).

There were no EPP noncompliances in 2005 and there were no design or operational changes or tests that involved an unreviewed environmental question. No non-routine nonradiological reports (within the context of EPP Section 5.4.2) were required for 2005. A summary of the effluent data reported to the State of Washington on the monthly discharge monitoring reports is attached.

There are no commitments being made to the NRC by this letter.
