COLUMBIA GENERATING STATION, DOCKET NO. 50-397 2020 ANNUAL ENVIRONMENTAL OPERATING REPORT
Dear Sir or Madam:
This letter is submitted pursuant to Section 5.4.1 of the Columbia Generating Station (CGS)
Environmental Protection Plan (EPP), Appendix B to the Facility Operating License No.
NPF-21, which requires Energy Northwest (EN) to submit an Annual Operating Report for the EPP to the Nuclear Regulatory Commission (NRC) for the prior calendar year.
There were no EPP noncompliances in 2020 and there were no changes in station design or operation, tests, and experiments that involved an unreviewed environmental question.
No non-routine, non-radiological reports (per EPP Section 5.4.2) were required for 2020.
On March 10, 2017, the National Marine Fisheries Service (NMFS) issued an Endangered Species Act Section 7(a)(2) Biological Opinion for CGS requiring the submission of a fish entrainment characterization study to the NRC and the NMFS. EN provided the fish entrainment characterization final report to the State of Washington Energy Facility Site Evaluation Council (EFSEC), the NMFS, and the NRC on February 26, 2020.
A summary of the effluent data reported on the discharge monitoring reports to EFSEC are provided in the Attachment.

(e) 5.6 9.4 Acute toxicity testing of circulating water blowdown was completed quarterly during 2020.
The bioassay results were favorable with no acute toxicity detected in the test concentration representing the acute critical effluent concentration (ACEC). The ACEC equals 11% effluent.
