Reference 1 provided a license amendment request that proposed revisions to Technical Specification (TS) 3.3.2, "Engineered Safety Feature Actuation System (ESFAS)

Instrumentation," TS 3.7.2, "Main Steam Isolation Valves (MSIVs)," and TS 3.7.3, "Main Feedwater Isolation Valves (MFIVs)." Reference 1 proposed changes to these specifications based on a planned modification to replace the MSIVs and associated actuators, MFIVs and associated actuators, and replacement of the Main Steam and Feedwater Isolation System (MSFIS) controls.

Reference 3 provided a table identifying additional/revised documentation to be submitted associated with the modification to the MSFIS controls by May 15, 2008. The information identified in Reference 3 to be submitted is the post installation test procedure and a synopsis.

MSFIS Controls: Post Maintenance Test LPost Maintenance Test 1.1 Purpose The purpose of the post maintenance test (PMT) is to verify the equipment is installed properly, including verification of all input and outputs to and from the field connections. The PMT relies on the rack specific functional testing performed in both the Factory Acceptance Testing and Site Acceptance Testing.

1.2 Scope The scope of the PMT shall include the scope of work for the MSFIS Controls Replacement Project. The scope of work includes replacement of the existing discrete logic based control system with an Advanced Logic System (ALS).

The MSFIS Controls Replacement Project replaces the existing safety related MSFIS with a hardware-based system to perform the control functions of the MSIVs and MFIVs. The MSFIS controls, both the existing and replacement, has two redundant subsystems located in separate cabinets:

MSFIS Channel 1 (1) located in MSFIS Cabinet SA075A MSFIS Channel IV (4) located in MSFIS Cabinet SA075B The replacement project will retain the existing cabinets, external power supply feeds, and channel separation scheme in the overall plant configuration. The replacement project will include changes to the functions by which the replacement MSFIS controls the replacement MSIVs and MFIVs. These changes account for the differences in the function of the existing and replacement MSIVs and MFIVs, that is, electro-pneumatic-hydraulic actuators replaced by system medium actuators.

The existing and replacement MSFIS are both considered digital in that they deal with ON-OFF inputs and outputs, and there are no analog / magnitude inputs and outputs involved. However, the systems, both the existing and replacement, do not have general digital computer components and characteristics such as a clock-driven central processing unit in continuous operation.

1.3 Conditions The PMT shall be performed after the installation of the ALS Class 1E Controls for MSFIS equipment. The PMT shall be performed while the plant is in cold shutdown, Mode 5, or Mode 4.

Class IE Controls: ALS Training Overview This document provides an overview of the training provided for the ALS Class lE Controls.

1.1 CS Innovations Training CS Innovations provided training both at their facility as well as at WCGS. A short summary of the training is discussed below.

1.1.1 CS Innovations Facility Training CS Innovations provided detailed training at their facility in Scottsdale, Arizona. WCNOC sent four I&C Technicians to the CS Innovations facility for this training. One of the four I&C Technicians is also a WCNOC in-house training instructor.

The training was provided in August of 2007 with a week long duration. The training environment for this included both theory of operation discussion as well as lab based hands on.

During the theory of operation discussion the technicians learned about the overall architectural operation of the ALS platform, the functionality of the individual boards, diagnostics capabilities, and the fault tolerant nature of the ALS. The MSFIS specific application was discussed as a reference point for several of the features within the ALS platform.

The lab based setting provided the opportunity for the technicians to get their hands on the equipment. Allowing them to see how the equipment responds to user interface. The CS Innovations personnel injected several sets of faults into the equipment which provided the technicians with a real world troubleshooting effort. By then end of the week the technicians were highly proficient with the ALS platform and specifically the MSFIS Controls implementation.

1.1.2 CS Innovations at Wolf Creek CS Innovations provided training for WCNOC I&C Technicians and System Engineers during the site acceptance testing at WCGS.

The site acceptance testing took place in February 2008. The training included specific information on the testing environment for both the individual cards as well as the complete system. The technicians and engineers were exposed to the robust test suite the system must pass prior to installation in the plant. This exposure provides a good base for the performance of the Post Maintenance Test (PMT) performed after the installation.

1.2 WCNOC Training The WCNOC in-house training group provided training for Operations, Engineering, and I&C Technicians. The sections below provide a summary of the training.

1.2.1 Operations Training Training for operations personnel was provided for all operating crews. This training was created by the WCNOC Operations training group. The training focused on the user interface and overall functions of the ALS MSFIS Controls. Operators were trained on changes to the Main Control Board (MCB) and the user interface of the ALS rack. User case scenarios were provided to the operators to allow them to understand the information which the various indications contain.

The operations training will continue to be offered as refresher material as well as for new operators.

Class IE Controls: ALS Training Overview 1.2.2 Engineering Training Training was provided by the in-house engineering training group to the general engineering population during Q1 2008 training cycle. The training was high level providing an overview of the ALS and the MSFIS specific controls.

A detailed ALS Controls training for a targeted engineering audience is to be held during second half of 2008.

1.2.3 I&C Technicians Training The I&C training instructor, who attended the CS Innovations training in Scottsdale, Arizona, developed a detailed class based upon the information provided by CS Innovations. The class contains both a classroom and a lab component. The duration of the training is 2 days, the first day and a half is classroom based, while the last half of the second day is lab based.

A run time rack has been provided to I&C for the purposes of training and mock-up development for the ALS architecture. This run time rack was utilized during the initial training and will continue to be utilized for on-going as well as new application training for the ALS. Faults were injected into the run time rack to allow the technicians to apply what they learned in the classroom and to become comfortable interfacing with the equipment.
