Dear Commissioners and Staff:

By letter dated July 10, 2008 (Reference 1), Pacific Gas and Electric Company (PG&E) provided a revised supplemental response to Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents At Pressurized Water Reactors," for Diablo Canyon Power Plant Units 1 and 2.

Reference 1 identified the following actions to be completed prior to restart from the Unit 1 Fifteenth Refueling Outage (steam generator replacement outage): (1) installation of reflective metal insulation and stainless steel-jacketed Temp-Mat insulation on the replacement steam generators; and (2) installation of stainless steel-jacketed Temp-Mat insulation on pressurizer safety valve 8010A. Both actions have been completed.

There are no additional physical modifications required for Unit 1. Accordingly, Unit 1 is in compliance with the regulatory requirements listed in the Applicable Regulatory Requirements section of GL 2004-02.

PG&E makes no regulatory commitments (as defined by NEI 99-04) in this letter.
