Dear Commissioners and Staff:
In PG&E Letter DCL-02-109, "30-Day Response to NRC Bulletins 2002-02, 'Reactor Pressure Vessel Head and Vessel Head Penetration Nozzle Inspection Programs,"'
PG&E stated that details would be provided to the NRC six months prior to Unit 2 refueling outage twelve (2R12) on the reactor head volumetric inspection scheduled for 2R1 2, including inspection scope, methods, qualification, and acceptance criteria.
Since responding to NRC Bulletin 2002-02, the NRC has issued Order EA-03-009, which has subsequently been superseded by the First Revised Order EA-03-009.
The First Revised Order provides details for acceptable scope and methods for nonvisual nondestructive examinations (NDE) of reactor pressure vessel head penetrations in Section IV.C.(5).(b.).((i), (ii), and (iii)). PG&E consented to the First Revised Order in PG&E Letter DCL-04-021, "Twenty-Day Response to First Revision of NRC Order Modifying Licenses (EA-03-009)." Therefore, the scope and methods for the nonvisual NDE of reactor pressure vessel head penetrations to be performed in 2R12 will be consistent with the scope and methods described in the First Revised Order.
The qualification requirements and acceptance criteria of the volumetric examinations will be consistent with industry practices developed from EPRI research on volumetric inspection of the reactor pressure vessel head penetrations.
The vendor contracted for these examinations has demonstrated detection and sizing capabilities on the Materials Reliability Program blind sample test set.
