Dear Commissioners and Staff:

By letter dated February 20, 2004, "Issuance Of First Revised NRC Order (EA-03-009)

Establishing Interim Inspection Requirements For Reactor Pressure Vessel Heads At Pressurized Water Reactors," the U.S. Nuclear Regulatory Commission (NRC) issued an Order to Pacific Gas and Electric Company (PG&E) that modifies the current operating licenses for Diablo Canyon Power Plant, Units I and 2. The Order was immediately effective.

Pursuant to 10 CFR 2.202, PG&E files this answer consenting to the NRC Order, and indicating its decision to not request a hearing.
