Dear Commissioners and Staff:

This submittal is the 90-day response for Diablo Canyon Power Plant (DCPP), Units 1 and 2, to NRC Bulletin 2003-04, "Rebaselining of Data in The Nuclear Materials Management And Safeguards System."

The U. S. Nuclear Regulatory Commission (NRC) issued NRC Bulletin 2003-04 to inform licensees of performance concerns associated with reporting of data to and the resulting materials balances contained in the Nuclear Materials Management and Safeguards System (NMMSS) database. The Bulletin requested Licensees to perform a one-time reporting within 90 days of the date of the bulletin of quantities of special nuclear material and/or foreign obligated source material in their possession as well as quantities of other Government-owned materials specified in the Bulletin.

The Bulletin requested licensees to submit the results of the one-time reporting directly to NMMSS.

Pacific Gas & Electric Company (PG&E) reported the last inventory to NMMSS for Diablo Canyon Power Plant (DCPP), Units I and 2, in PG&E Letter DCL-03-127, "Annual Material Status Report for Period Ending August 31, 2003," dated October 14, 2003, as required by 10 CFR 74.13(a). DCL-03-127 should be considered the PG&E response to the Bulletin request. DCL-03-127 reported the quantity of Government-owned Pu, U233, and enriched uranium, quantities of not Government-owned Pu, U233 and enriched uranium and total of foreign origin/obligated thorium, depleted uranium and natural uranium and other Government-owned materials for DCPP. DCPP has no holdings for Government-owned curium, neptunium, tritium, deuterium, americium, enriched lithium, californium or berkelium. Therefore, PG&E has satisfied the intent of the Bulletin 2003-04 and additional onetime reporting is not required. Inaddition, per the guidance provided by Mr. Larry Harris, U.S. NRC via e-mail dated December 2, 2003, DCL-03-127 complies with the reporting requirements A member of the STARS (Strategic Teaming and Resource Sharing) Alliance Callaway

As of this date, PG&E has not received a response from NMMSS confirming that the database agrees with the above reference submittal. If the NMMSS database values differ from the DCPP reported values, PG&E will work with NMMSS to correct any inconsistency.
