By the Reference 1 letter, Tennessee Valley Authority (TVA) submitted a license amendment request (LAR) proposing changes to Sequoyah Nuclear Plant (SQN), Units 1 and 2, Surveillance Requirement (SR) 3.8.1.17 of Technical Specification (TS) 3.8.1, AC Sources -

Operating to delete the modifying note to allow the performance of the SR in Modes 1 through 4 when the associated load is out of service for maintenance or testing. In Reference 2, the NRC provided a Request for Additional Information (RAI) related to the proposed change to TS 3.8.1. The enclosure to this letter provides the response to the RAI included in the Reference 2 email.

U.S. Nuclear Regulatory Commission CNL-17-104 Page 2 August?, 2017 TVA has reviewed the information supporting a finding of no significant hazards consideration and the environmental consideration provided to the NRC in the Reference 1 letter. The supplemental information provided in this submittal does not affect the bases for concluding that the proposed license amendment does not involve a significant hazards consideration. In addition, the supplemental information in this submittal does not affect the bases for concluding that neither an environmental impact statement nor an environmental assessment needs to be prepared in connection with the proposed license amendment.

Tennessee Valley Authority Sequoyah Nuclear Plant Units 1 and 2 License Amendment Request SQN-TS-16-04 Docket Numbers 50-327 and 50-328 (CAC Nos. MF9398 and MF9399)

Request for Additional Information (RAI) No. 1 In the LAR on Page E-2, the licensee stated that SQN does not have a single load sequence timer to apply loads to the diesel generator (DG) under accident and loss of offsite power conditions. SQN uses discrete timers that sequentially apply the individual loads to the DG to respond to an accident or loss of offsite power condition.

Please provide the following additional information regarding the load sequencer:

a) The physical location of the discrete timers that sequentially apply the individual loads to the DG to respond to an accident or loss of offsite power condition.

b) How the discrete timers distinguish between an accident or loss of offsite power condition.

c) A typical example (including a schematic diagram etc.) showing the application of discrete timer(s) to a safety-related load.

TVA Response to RAI 1:

a) Each shutdown board is comprised of a line-up of ITE/ABB HK switchgear. Each shutdown board has an associated logic panel located adjacent to the shutdown board.

Relays implementing the load sequence scheme are distributed through the switchgear control compartments and the adjacent logic panel. All components are located in the Auxiliary Building 6.9 kV shutdown board rooms at floor elevation 734. The general arrangement for A train equipment is found on drawing 45N326 (Attachment 1) and B train equipment is depicted on drawing 45N328 (Attachment 2).

b) In the event of an accident signal without a loss of offsite power, the discrete load sequence timer circuit is not activated. Discrete Blackout (BO) relays (redundant components denoted by suffix -X and -Y) associated with each sequenced load are configured in parallel start circuits for each load. BO relays are latching control relays that change state when loss of voltage is detected. The BO relays enable either an instantaneous start signal if offsite power is available or the discrete load sequence timer for the associated load when connected to onsite AC.

c) For each of the two possible scenarios below, centrifugal charging pump (CCP) 1A-A schematic 1,2-45N765-16 is provided with highlighted dynamic portions of the feeder breaker close control circuit for illustration (See Attachments 3 and 4). Additionally, for CNL-17-104 Page E-1 of 2

Enclosure scenarios 1 and 2, Auxiliary Power Schematic 1,2-45N765-3 is provided with highlighted dynamic portions of the BO relay circuitry applicable to the CCP 1A-A.

Scenario 1:

A safety injection signal with offsite power available causes CCP 1A-A to start by completing the breaker close circuit through CP BOX-1A and CP BOY-1A contacts which are closed when loss of offsite power has not been detected. (See Attachment 3)

Scenario 2:

Loss of offsite power with no safety injection signal present starts discrete load sequence timer CP ST-1A due to CP BOX-1A and CP BOY-1A changing state. CCP 1A-A starts after the time delay has elapsed by completing the breaker close circuit through CP ST-1A. (See Attachment 4)

RAI 2

In the LAR on Page E-3, the licensee stated as follows:

Calibration of the time delay relays, associated with automatic load sequence timers, may defeat certain functions in the downstream equipment energized by the timer, which may require entry into LCO Actions for the associated function. However, the time required to perform the calibration is typically a small fraction of the LCO Completion Time.

Maintenance and testing of the associated functions typically require periodic entry into these same LCO Actions. Coupling the calibrations with existing maintenance or testing does not increase the unavailability of the equipment.

Please provide following additional information regarding the above statements:

a) Whether the SR 3.8.1.17 is performed on a load sequencer timer which impacts only one safety-related load or one DG at any given time.

b) The approximate amount of time typically taken to perform SR 3.8.1.17. Also, provide the currently established frequency of performance of this surveillance.

TVA Response to RAI-2:

a) As shown in the attached surveillance instruction (SI) associated with SR 3.8.1.17 (Attachment 5), each safety system component has a dedicated load sequence timer relay. Note that Attachment 5 is representative of four SIs associated with implementation of SR 3.8.1.17. During the performance of the SI, testing of a relay only affects the specific safety system component associated with that relay. The relay testing does not affect the associated diesel generator since the testing is performed with the end device out of service and tagged under a hold order.

b) Performance of relay testing for SR 3.8.1.17 typically requires 2 to 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br />..

In accordance with the Surveillance Frequency Control Program, SR 3.8.1.17 is performed every 36 months.

3.0 PRECAUTIONS AND LIMITATIONS 3.1 Precautions A. All standard safety practices shall be observed while working on or near energized equipment.

B. To prevent inadvertent equipment actuation, lifted leads shall NOT be allowed to make contact with each other or ground.

3.2 Limitations A. Restraints and requirements of T.S.3.8.1, T.S.3.8.9, T.S.3.8.2, T.S.3.8.10 applies during performance.

B. If replacement of relay is required, testing of that relay shall be performed "AFTER" permanent installation.

C. Relay Calibration Sections 6.2 through 6.12 may be performed out of sequence.

4.0 PREREQUISITE ACTIONS 4.1 Preliminary Actions

[1] OBTAIN clearances on equipment as specified by section under work.

[2] DOCUMENT "Reason for Test" of Surveillance Instruction in Remarks section (Attachment 1).

4.2 Special Tools, Measuring and Test Equipment, Parts, and Supplies

[1] OBTAIN the following M&TE:

A. Model 325 Power-System Polymeter, TM-2/200 or equivalent time response meter (TRM).

B. 125 VDC Power Supply (as needed)

[2] OBTAIN the following equipment, tools, and supplies as required:

A. Single pole single throw switch and test leads B. Wire markers C. Scotch 33 Electrical Tape D. Digital Multimeter (VOM)

E. 6900 Logic Relay Panel Keys (as required) 4.3 Approvals and Notifications The approvals and notifications will be obtained for each relay as they are performed in Section 6.0.

4.4 Field Preparations None 5.0 ACCEPTANCE CRITERIA A. Allowable tolerance for each timer shall be +/- 5% of the applicable set point.

B. CR/WO shall be initiated for repair/replacement of defective components.

All CR/WOs initiated shall be documented under remarks (Attachment 1).

C. US and First Line Supervisor (FLS) must be informed of all deficiencies or if acceptance criteria is NOT met.

D. All identified deficiencies in test acceptance criteria shall be documented in the Remarks Section (Attachment 1) and evaluated for a CR.
