Letter from TVA to NRC, "Technical Specification Change TS-478-Addition of Analytical Methodologies to Technical Specification 5.6.5 for Browns Ferry 1, 2, and 3, and Revision of Technical Specification 2.1.1.2 for Browns Ferry Unit 2, in Support of ATRIUM-10 XM Fuel Use at Browns Ferry," dated February 28, 2013 In Reference 1, the Tennessee Valley Authority (TVA) submitted a license amendment request (LAR) to revise the Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3, Technical Specifications (TS) for the addition of analytical methodologies toTS 5.6.5 for Browns Ferry 1, 2, and 3, and a revision of TS 2.1.1.2 for Browns Ferry Unit 2, in support of ATRIUM-10 XM fuel use.

During the development of the Safety Evaluation (SE), NRC staff identified a discrepancy in the TS pages that was determined to be the result of pagination when the document was converted to a pdf file. The slight differences in spacing resulted in the pages from the controlled copy at the NRC being different from what was submitted in the LAR. To correct the discrepancy and with verbal agreement from the BFN NRC Project Manager, the TS pages have been recreated and are being resubmitted in this letter.

A review of the entire LAR package was performed with no other errors identified. The discrepancy has been entered into the TVA Corrective Action Program.

U.S . Nuclear Regulatory Commission Page 2 May 16, 2014 of the February 28, 2013 letter provided the existing TS pages marked-up to show the proposed changes. Attachment 3 of the February 28 , 2013 letter showed the existing TS pages retyped to show the proposed changes. Due to the administrative pagination issue with the TS changes, Attachments 2 and 3 of the February 28, 2013 letter are replaced in their entirety with the pages contained in the Enclosure; they are labeled Attachments 2 and 3 to be consistent with the previous submittal. T he corrected discrepancy has no adverse effect on the technical analysis of the February 28 , 2013 submittal and does not change the conclusions of the significant hazards evaluation ; this transmittal is purely an administrative replacement of pages.
