By letters dated June 28, 2004 (Reference 1) and June 25, 2004 (Reference 2) , the Tennessee Valley Authority (TVA) submitted license amendment requests (LARs) for the Extended Power Up rate (EPU) of Browns Ferry Nuclear Plant (BFN) Unit 1, and BFN Units 2 and 3, respectively. The proposed amendments would modify the operating licenses to increase the maximum authorized core thermal power level from the current licensed thermal power of 3458 megawatts to 3952 megawatts.

U.S. Nuclear Regulatory Commission Page 2 September 18, 2014 This letter provides TVA's current plans and schedules for the BFN EPU project. In addition ,

this letter updates and supersedes the plans and schedules discussed by TVA in its letter dated February 11 , 2013 (Reference 3).

Currently, TVA is developing a new, consolidated EPU LAR for BFN Units 1, 2, and 3. The new BFN EPU LAR will supersede all previous BFN EPU submittals. The new BFN EPU LAR will address current BFN conditions and will reflect the use of new replacement steam dryers and a revised containment accident pressure (CAP) analysis that incorporates current NRC review criteria. The new BFN EPU LARwill be developed using the guidance in NRC review standard (RS)-001 , "Review Standards for Extended Power Uprates," dated December 2003, and will incorporate previous applicable NRC requests for additional information.

Due to the age of the previous BFN EPU submittals, TVA is withdrawing the previous BFN EPU LARs, TS-431 (Reference 1) and TS-418 (Reference 2) at this time. The new consolidated BFN EPU LAR will replace References 1 and 2 and is expected to be submitted by October 2015.

The design and engineering analyses for the new GE Hitachi Nuclear Energy replacement steam dryers are scheduled for completion by the spring of 2015. Upon completion of these activities, TVA proposes meeting with the NRC to discuss the replacement steam dryer analyses. Additionally, the revised EPU CAP analysis is expected to be complete by the spring of 2015 and upon completion , TVA proposes meeting with the NRC to discuss the analysis and results. The TVA will work with the BFN NRC Project Manager to identify appropriate dates for these meetings.
