SUMMARY

BOSTON EDISON COMPANY Pilgrim Nuclear Power Station Radioactive Effluent and Haste Disposal Report including Meterological Data July 1, 1988 to December 31, 1988 INTRODUCTION This report quantifies the radioactive gaseous, liquid, and radwaste releases, and summarizes the local meteorological data for the period from July 1, 1988 to December 31, 1988. This document has been prepared in accordance with the 5 requirements set forth in the Pilgrim Nuclear Power Station (PNPS) Technical Specifications and Regulatory Guide 1.21, " Measuring, Evaluating, and Reporting Radioactivity in Solid Hastes and Releases of Radioactive Materials in Liquid and Gaseous Effluents from Light Hater Cooled l'uclear Power Plants" (Rev. 1).

Amendment No. 116 to PNPS Technical Specifications, issued May 13, 1988, modified the reporting requirements for the semi-. annual Radioactive Effluent Release and Haste Disposal Report including Meteorological Data. The change allows for the submission of a supplement to the March 1 semi-annual report (reporting period for July through December) which would contain the dose assessments for the previous year. Accordingly, the attached report does not contain the radiological impact on humans, the atmospheric dispersion factors, nor the associated percent Technical Specification limits in Tables lA and 2A (as these limits are based on dose).

The quantity of radioactive material released from Pilgrim Station was determined from sample analyses of gaseous releases from the main stack and the reactor building vent, and liquid releases into the discharge canal. The quantity and volume of radioactive waste which was disposed of from Pilgrim Station was determined from data contained on the radwaste shipping documentation. The meteorological data were obtained from instrumentation measurements from the 220 ft meteorological tower located at Pilgrim Station.

GASEOUS EFFLUENTS The gaseous radioactive releases from July 1, 1988 to December 31, 1988 are quantified in Tables 1A, IB, and IC. Since Pilgrim Station was not operating for most of the reporting period, there were no releases reported for radioactive noble gases during the period. Releases of particulate from the main stack and the reactor building vent totalled less than 8 microcuries, and of tritium totalled less than 0.08 curies.

LIQUID EFFLUENTS The liquid radioactive releases from July 1, 1988 to December 31, 1988 are quantified in Tables 2A and 2B. Liquid effluents into the discharge canal resulted in a total release to the environment (Cape Cod Bay) of less than 1 0.02 curies of fission and activation products and less than 0.3 curies of tritium. Dissolved and entrained gases were not detectable. No gross alpha radioactivity was detected.

SOLID HASTE The solid radioactive waste that has been shipped offsite for burial during the reporting period is described and quantified in Table 3. Approximately 240 cubic meters of solid waste was shipped offsite for burial with a total activity of approximately 200 curies (major nuclides: Co-60, Fe-55 and Cs-137). Pilgrim Station did not ship trradiated components offsite during the reporting period.

METEOROLOGICAL DATA The meteorological data joint frequency distributions are listed in Tables 4A-1 and 4A-2. The percent data recovery for the period of July-December 1988 was 89.1% on the 33' elevation and 81.9% on the 220' elevation of the 220 foot meteorological tower at Pilgrim Station.

The predominant wind direction was from the southwest which occured with a frequency of approximately twenty percent during this period. The predominant tsind speed range at the 220' sensor was 12 to 19 mph, which occurred forty-three percent of the time during this period. The predominant wind speed range at the 33' sensor was 4 to 7.5 mph, which occurred approximately forty-eight percent of the time. The predominant stability class was stab 11ty class E which occurred about forty percent of the time during this period.

CONCLUSION The PNPS Technical Specifications contain limiting conditions for operations and operational objectives regarding radiological environmental releases.

None of the limiting conditions for operation or operational objectives associated with liquid or gaseous effluents were exceeded during this reporting period, as confirmed by conservative dose assessments performed on a monthly basis during this period. (Official dose assessments will be published in a supplement to this report due 90 days following January 1, 1989.) Conformance to those PNPS Technical Specification operational objectives assures that the releases of radioactive materials in gaseous and liquid effluents were kept as low as is reasonably achievable in accordance with the Nuclear Regulatory Commission's regulation 10CFR50, Appendix I.

Furthermore, compliance with PNPS Technical Specifications demonstrates compliance with the Environmental Protection Agency's (EPA) federal environmental regulation 40CFR190.10, Subpart B.

1. INTRQQUCIXQN This report is issued for the period July 1, to December 31, 1988 in accordance with the Boston Edison Company's PNPS Technical Specifications and NRC Regulatory Guide 1.21, " Measuring, Evaluating and Reporting Radioactivity in Solid Hastes and Releases of Radioactive Materials in Liquid and Gaseous Effluents from Light Water Cooled Nuclear Power Plants" (Rev 1).

No revisions were made to the PHPS Offsite Dose Calculation Manual during this reporting period.

2. RADIOACTIVE EFFLUENT DATA Radioactive liquid and gaseous releases (Reference 1) for the period July 1 to December 31, 1988 are given in the standard NRC Regulatory Guide 1.21 format (Reference 2) in Tables lA, IB, 1C, 2A, 28, and the supplemental information form.

There were no unplanned or non-routine releases of radioactive effluents during this reporting period.

2.1 Gaseous Effluents Gaseous radioactivity is released from Pilgrim Station to the atmosphere from the main stack and the reactor building exhaust vent. These third and fourth quarter gaseous effluent releases for 1988 are summarized in Table 1A. A total of less than 8 micro-curies of particulate with half-lives greater than 8 days were released at an average release rate of 9.25E-7 uCi/sec. No alpha radioactivity was detected on particulate filters during this reporting period. A total of less than 0.08 curies of tritium were released at an average release rate of 4.61E-3 UCi/sec. Note that the plant was not operating for essentially all of the reporting period.

The main stack is an elevated release point with a height of approximately 400 feet above mean sea level. The main stack is l

L located about 700 feet west northwest of tha reactor building. The third and fourth quarter elevated releases for 1988 are shown in Table 18. Radioactivity was not detectable above the lower limits of detection (LLD) for elevated releases during the period.

' ' The reactor building exhaust vent is considered a ground level release point cith a height of approximately 182 feet above mean sea-level. The exhaust vent is located on the west corner of the reactor buildug. The ground level releases for the third and fourth '

quarters of 1988 are shown in Table IC. A total of less than 8 microcuries of cesium-137 were released at ground level during the period. No noble gases or halogens were detectable above the lower 1 limits of detection (LLD) for the ground level releases during the i period.

2.2 Licuid Effluents Liquid radioactivity is released from Pilgrim Station to the Cape Cod Bay via the circulating water discharge car,al. These effluent I releases enter the Cape Cod Bay at the outfall of the canal which is located about 1100 feet north from the reactor building.

The 11guld releases for the third and fourth quarters of 1988 are summarized in Table 2A. A total of approximately 2.2 million liters of radioactive liquid waste (prior to dilution) containing less than 15 mC1 of fission and activation products (excluding tritium, gases, and alpha-emitting nuclides) were discharged with a total dilution volume of approximately 2.7 billion liters of water. The liquid effluent 1 were released at a quarterly average concentration of 9.98x10-' uC1/ml during the third and fourth quarters. A total of less than 0.3 curies of tritium were released. Alpha radioactivity was not detected during this reporting period. Quarterly release ,

estimates and principal radionuclides in the 11guld effluents are given in Table 28.

3. RADIOACTIVE WASTE DISPOSAL' DATA Radioactive wastes (Reference,3) which'were shipped offsite for burial during the period July I to December 31, 1988 are given in Table 3, in the standard NRC Regulatory Guide 1.21 format (Reference 2).

The semiannual. total-quantity of radioactivity in curies and the total volume in cubic meters for the following categories or waste types are '

listed in Table 3:

a. Spent resins, filter sludges, evaporator bottoms;
b. Dry compressible waste, contaminated equipment, etc.;
c. Irradiated components, control rods, etc; and,
d. Other.

During July l'to December 31, 1988, approximately 200 curies of spent resins, filter sludges, etc. with a total volume of about 70 cubic meters were shipped from Pilgrim Station to'an approved burial site. Dry compressible waste and contaminated equipment shipped offsite during this period occupied a total _ volume of approximately 170 cubic meters and contained approximately 2 curies of radioactivity. Irradiated components and other miscellaneous low-level waste were not disposed of offsite during this reporting period.

'An estimate of the major radionuclides shipped offsite in the spent resins and filter sludges, as well as dry compressible waste and contaminated equipment, are listed in Table 3.

Twenty-five shipments were made to Barnwell, South Caro 11nd during July 1

'to December 31, 1988. Irradiated fuel shipments were not made during this period.

4. HEJEORQLOGICALDAIA Meteorological data (Reference 4) for the period July 1 to December 31, 1988 is given in Tables 4A-1 and 4A-2 in the standard joint frequency distribution format as given in NRC Regulatory Guide 1.21 (Reference 2). i The predominant wind direction was from the southwest'which occured ,

with a frequency of about twenty percent during this period. The l predominant wind speed range at the 220' sensor was 12 to 19 mph which occurred with a frequency of forty-three percent during this period. The predominant wind speed range at the 33' sensor was 4 to 7.5 mph, which occurred approximately t'orty-eight percent of the time. The predominant stability class was stability class E which occured about forty percent of the time during this period.

There were a few instances where the data' recorded by the 220' tower were not continuous. Typically,' data losses were due to loss of power, malfunction of the sensor (s) and/or malfunction of the chart recorders. Significant data losses were.the result of the tower being struck by lightning, and of major maintenance tasks. The net result is that the data recovery for the period of July - December 1988 was 89.1% on the 33 foot elevation and 81.9% on the 220 foot elevation of the 220 ft meteorological tower at Pilgrim Station.

Some of the corrective actions that have been taken to improve data recovery are complete. The improvements that have been completed include:

1) Outfitted the 220 foot meteorological tower with new cables and the Tower Systems instrument elevator;
2) Replaced 220 foot meteorological tower guy wires and ground connections, and met shack;
3) Revised all meteorological procedures including inspection, maintenance and calibration procedures; and,
4) Installed new electrical power sources to the 220 foot meteorological tower instruments with emergency backup power capability.

Improvements that have been initiated but have not yet been completed include:

1) Link the 220 foot meteorological tower instrumentation outputs to the computerized network for the Boston Edison Company's air l

monitoring data system; and,

2) Install new data loggers and strip chart recorders for the 220

} foot meteorological instrumentation outputs in the control room.

I Implementation of these improvements should result in increased data recovery for the future reporting periods.
