Dear Sir:

The purpose of this letter is to provide notification that an NRC cornmitment is being revised and is considered to be completed. In Reference 1, Floriria Power Corporation (FPC) made the followint] coramitments:

Violation 50-302/97-12-02, issue #1 Dose calculations for Hydrogen Purging Opcrations will be fina:ized and incorporated into Revision 25 to the FSAR (Final Safety Analysis Repod) which is scheduled to be submitted by August 2,1998.

F3AR Chapter 148 will be revised to incorporate the results of this evaluation [ hydrogen l generation and hydrogen purge dose calculations) and will be included in Revision 25 to the Updated FSAR, which is scheduled to be submitted by August 2,1998.

i in Reference 2, FPC stated that the hydrogen purge dose calculations had been finalized and that changes made to previous hydrogen generation and hydrogen purge dose calculation I methodologies and assumptions resulted in a small increase in projected post-accident offsite dose. Although the increase in dose was small and well within the limits of 10 CFR 100, FPC conservatively determined that necessary changes to FSAR Chapter 1418] involved an unreviewed safety question, as defined by 10 CFR 50.59. Prior NRC apprcval through the i license amendment request process could not be accomplished in time for incorporation into Revision 25 of the FSAR, which was schedulad for August 2,1998. Therefore, the above two commitrnents were combined and revised, and the due date was extended as follows:

FPC will submit a License Amendment Request by December 11, 1998, for changos to Ctjapter 14[8] of the FSAR :nade necessary by recently reviced hydrogen generation and

hydrogen purge dose calculations.

Based on a reassessrrent of the 10 CFR 50.59 reluation performed for the FSAR Chapter 148 revision, FPC concluded that the changes did not require prior NRC approval. Therefore, a license amendment request will not be submitted. Furthermore, changes to FSAR Chapter 148 made necessary .by recently revised hydrogen generation and hydrogen purge dose calculations have been processed into the electronic version of the FSAR. This commitment is considered to be satisfied. l l There are no new commitments made in this submittal.
