Vendor Interface for Safety-Related Components Near Sir:

Ths purpose' of this letter is to summarize Florida Power Corporation's (FPC) Vendor Interface Program in response to Generic Letter 90-03. The letter contains general background information on the vendor interface program and confirmation that FPC has re-evaluated our current interface program for inclusion of the actions discussed in the generic letter.

7 JACKGROUND:

The Salem ATWS event in 1983 focussed industry attention on the importance of effective communication between utilities and their principle suppliers of safety related equipment. The Vendor Equipment Technical Information Program (VETIP) was developed by the Nuclear Utility Task Action Committee (NUTAC) in response to these concerns. FPC actively participated in the NUTAC and thus helped-develop VETIP. VETIP is the industry's program to enhance information exchange and evaluation among utilities constructing or operating nuclear power plants and provides for more effective vendor interface.

The NRC has reconsidered the industry's approach to vendor interface and concluded that an adequate program should include a program with the NSSS vendor as described in the VETIP, which covers-all the. safety-related components within the NSSS scope of supply; a program of periodic contact with the vendors of other key safety-related components not included in the NSSS scope of supply; and also take into account the requirements of 10 CFR Part 50, Appendix B. flg f

Page 2 FPC VENDOR INTERFACE PROGRAM: I FPC conducted a re-evaluation of our vendor interface program in response to concerns raised during a 1989 procurement and vendor i interface inspection. FPC's Nuclear Procurement & Storage Manual l (NP&SM) addresses the quality assurance aspects of procurement and i vendor services. It is coordinated with FPC's overall QA Program l to assure reliable equipment is providad. Our vendor interface J program contains the following key elements which are consistent -

with the positions in Generic Letter 90-03.

1. The program with B&W covers all the safety-related components within the NSSS scope of supply. FPC receives all BGW issued infornation pertinent to its safety-related equipment. The current program does not assure -formal communication of revised test procedures and updated replacement parts information. The technical information program with B&W will be revised to include these items by December 31, 1990.

2. Technical information submittal agreetents have been i established with Colt Industries and Asea Brown Boveri to t submit all pertinent information related to the diesel ,

generators and electrical switcht,. car, respectively. This program includes provisions for assuring receipt of all technical information provided by these vendors.

3. As part of the improvements identified in rosponse to the 1989 inspection, FPC submitted written requests to our vendors of safety-related components and selected non- sa fety-related components (including auxiliary feedwater pumps, batteries, ,

inverters, battery chargers, cooling water pumps, and valve' operators) in order to obtain any technical information applicable to this equipment. These letters were issued to vendors on' FPC's Approved Nuclear Suppliers List (ANSL) to

• address the following:

• Requested vendors to provide a list of vendor techr.ical information they have previously issued so that FPC could determine if this previously issued information should be acquired for evaluation. ,

• Designation within FPC of the point of contact to aceive 'i vendor technical information.

CONCLUSION: j FPC's reevaluation of our vendor interface controls demonstrated that our programs were generally effective. The improvements we '

are pursuing will strengthen that program. The program elements discussed in the generie letter are either already included or will be added in the near future as noted above.  :
