Description

The licensee identified a noncited violation of Technical Specification 5.4.1, Procedures, for their failure to incorporate into Procedure AOP-50, Station Blackout, instructions to open Division I and II equipment room doors within 30 minutes of a station blackout event. The corresponding assumption is used in calculations that determine the licensee\\\'s coping during a station blackout. This violation has Green risk significance because the finding was not a design or qualification deficiency confirmed not to result in a loss of operability, does not represent a loss of system safety function, does not represent a loss of safety function for a single train for greater than its technical specification allowed outage time, and does not screen as potentially risk-significant due to a seismic, flooding or severe weather initiating event. In CR-2009-05598 the licensee documented the change in AOP-50 that requires the doors to be opened within 30 minutes.
