On March 15, 1983, you were advised by Mr. Dietch and, con-currently, Mr. Kirsch was advised by the undersigned of our identification of inadequacies in certain maintenance activ-ities. The identification of these inadequacies occurred during our review of recent failures of Reactor Trip Circuit Breakers to trip on undervoltage, reported by the references and led SCE to requect an opportunity to meet with Region V representatives to discuss the matter and actions being taken by SCE as a result. Such a meeting was held in Region V offices on March 18, 1983, at which time we indicated that the March 15, 1983, verbal notification of these inadequacies would be the subject of a report, pursuant to Section 6.9.1.13.c of the Technical Specifications. This letter and the enclosed LER No.83-025 represents that report.

As discussed at the March 18, 1983, meeting, this report is an interim report owing to the fact that much of our evaluation of this matter is not yet complete and our evaluation of this matter will be the subject of a Return to Power Report, now scheduled to be submitted to the Office of Nuclear Reactor Regulation in April 1983. That report will constitute the final report pursuant to Technical Specification 6.9.1.13.c.
