Title | Non-Conservative Design Basis for Primary Auxiliary Building Heat-up |
Description | A finding of very low safety significance and associated non-cited violation of 10 CFR Part 50, Appendix B, Criterion III, ADesign Control,@ was identified by the team for the failure to verify the accuracy of design using alternative or simplified calculational methods or by the performance of a suitable testing program. Specifically, the licensee used non-conservative field test data as a basis for the design temperatures given in the equipment qualification (EQ) manual for components in the Primary Auxiliary Building (PAB), resulting in specified design temperatures for some safety related components that may be as much as approximately 40 oF less than calculated worst case accident condition temperatures. The licensee re-evaluated the consequences of the higher temperatures and concluded the equipment remained operable. The finding was determined to be more than minor because, if the EQ design temperatures were left uncorrected, this deficiency could lead to inadequately qualified replacement parts or inadequately designed plant modifications in the future. The finding was determined to be of very low significance because, by the end of the inspection, the licensee was able to show that all affected components were capable of performing their safety related functions under the higher than previously anticipated temperatures.
