The inspectors identified a finding of very low safety significance (Green) and an associated Non-Cited Violation of
10 CFR 50, Appendix B, Criterion III, Design Control, for the licensees failure to evaluate
service water piping to pipe anchor integral welded attachments in conformance with the design requirements of the design basis American Society of Mechanical Engineers Boiler and Pressure Vessel Code. The licensee entered this issue into its corrective action program. This finding is more than minor because its associated with the design control attribute of the
Barrier Integrity Cornerstone and affected the cornerstone objective to maintain the structural integrity of the
service water system, structures, and components and the operational capability of the containment fan coolers. The finding was of very low safety significance (Green) based on a Phase 1 screening in accordance with
IMC 0609,

Significance Determination Process, because pressurized water reactor containment fan coolers impact late containment failure and source terms, but not
