MONTICELLC HUCLEAR GENERATING PIANT Docket No. 50-263 License No. DPR-22 1 taission of Functional Test of MSL Radiation Monitor The Licensee Event Report for this occurrence is reproduced on the bac.k of this letter. Enclosed are 3 capies.

This ovent was reviewed upon discovery to detemine if it should be reported. It was recognized that not perfoming the test as scheduled could delay detection of any loss of f:metion which mirht have cccurred. However, since it would not by itcelf cause a lot,s of function and the monitors were subsequently found to be fully operable, it was considered not reportable. Subsequently, an NRC inspect , infomed us that it should have been reported.
