SUBJECT:

SOUTH TEXAS PROJECT, UNITS 1 AND 2 - WITHDRAWAL OF AN AMENDMENT REQUEST (EPID L-2021-LLA-0004)

Dear Mr. Powell:

By letter dated January 13, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21014A213), STP Nuclear Operating Company (STPNOC, the licensee) applied for amendments to the Renewed Facility Operating License No. NPF-76 and NPF-80, for South Texas Project, Units 1 and 2 (STP), respectively. The proposed amendments would modify the STP technical specifications pertaining to the moderator temperature coefficient surveillance requirements to allow the use of a calculated value instead of a measurement to verify the moderator temperature coefficient limit is met.

Subsequently, STPNOC determined that it would not pursue this issue; and, in a telephone conversation on July 28, 2021, with Wendy Brost of your staff, it was explained that STPNOC planned to withdraw the amendment request.

Unless STPNOC notifies the NRC that this information is incorrect by September 27, 2021, the NRC will consider the application to be withdrawn and close this action.
