Dear Sir:

This letter submits Florida Power Corporation's (FPC) response to NRC Bulletin 96-02 (Reference A) for Crystal River Unit 3 (CR-3) in accordance with the Bulletin requested actions. The plans and capabilities for handling heavy loads while the reactor is at power (in all modes other than cold shutdown, refueling, and defueled) have been reviewed and are in accordance with existing regulatory guidelines. Specifically, FPC remains committed to meet the intent of NUREG-0612 as accepted by the NRC staff in the Control of Heavy Loads (Phase I) - NUREG-0612 Safety Evaluation Report (Reference B) with any documented exceptions.

In accordance with Bulletin Required Response:

(1) FPC is currently licensed for activities involving the handling of heavy loads over spent fuel, fuel in the reactor core, or safety-related equipment as defined in the licensing basis. No additions or changes to our previously evaluated plans are anticipated within the next two years.

Therefore, the 30 day report for planned implementation is not applicable to FPC.

(2) FPC does not have plans for activities involving the handling of heavy loads over spent fuel, fuel in the reactor core, or safety-related equipment while the reactor is at power (in all modes other than cold shutdown, refueling, and defueled) and that involve a potential load drop accident that has not previously been evaluated in the FSAR. -request in advance of the planned movement of the loads so as to afford the NRC staff sufficient time to perform an appropriate review.

(3) .FPC does not have any plans for activities involving dry storage cask movement over spent fuel, fuel in the reactor core, or safety-related equipment while the reactor is_ at power (in all modes other than cold shutdown, refueling,anddefueled). If these activities become necessary for L CR-3, a statement of the capability of performing the actions ,

necessary for safe shutdown in the presence of radiological source term that may result from a breach of the dry storage cask, damage to the fuel, and damage to safety-related equipment as a result of a load drop inside the facility will be included in item 2 above.

(4) FPC does not have any plans for activities involving the handling of heavy loads over spent fuel, fuel in the reactor core, or safety-related equipment while the reactor is at power (in all modes other than cold shutdown, refueling, and defueled) that will require a Technical Specification change in order to allow the handling of heavy loads over fuel assemblies in the . spent fuel. pool . If these activities become necessary for CR-3, FPC wi_11 submit a license amendment request in advance of the planned movement of the loads so as to afford the NRC staff sufficient time to perform an appropriate review and approval.
