M/4 1960 File NRC:I:D-88 MEMORANDUM FOR:

x. 3.

THRU: J. N. Allan, Deputy Direct FROM: C. O. Gallina, Investigation Specialist

SUBJECT:

SH0REHAM INVESTIGATION On Saturday, March 1,1980 at approximately 7:00 P.M. , I received a telephone call from Jock McCrystal, one of the allegers involved with the Shoreham investi-gation. At first I was surprised that I was being contacted at home but thought that Mr. McCrystal had some additional information to provide with respect to the investigation.

After identifying myself, Mr. McCrystal went into a rage. His manner seemed quite agitated and disorganized, speaking in half-sentences, sometimes not making any sense in his speech. His opening remarks were "what the (expletive deleted) are you guys trying to do to me?" He was screaming at the top of his lungs. I tried to calm him down and after having some success was able to get the following information from him.

- McCrystal was angry because he claimed that a list of names that he had provided to us (Keith Christopher and I) on February 28, 1980 was shown to individuals listed. He claimed that two separate individuals had come to his home, one with a shotgun, and threatened him for giving their names to the NRC.

- McCrystal threatened to "get us" for doing that to him. When I assured him that we had not shown his list to anyone, he then concentrated his attention to K. Christopher and threatened to "get him." I assured him that Keith Christopher was with me all of the time and had not shown a copy of the l

list to anyone.

- McCrystal stated that he was also going to get his attorney after us for this.

- McCrystal stated that he was not calling from home but rather from a pay phone and that he was going to get the first bus out of town.

Mr. ficCrystal then became irrational again and after calming him down I explained the following to him:

- His list was not shown to anyone.

- We received his list Thursday evening (February 28,1980) and closed out with the licensee on Friday morning (February 29,1980).

- During the week of February 25 to February 28 we had talked to several i

individuals, some of which were subsequently found to be on the list of names given us on the evening of February 28, 1980. 1 8511070419 851023 I PDR FOIA BELAIR85-248 PDR 1

Memorandum for File 2 5 f.Z G80 The investigation and the reason for it was public knowledge and although we tried to keep all identities confidential, it did not preclude someone putting facts together and assuming that he (McCrystal) was responsible.

Nothing of significance had been turned up to date during this investigation, therefore, making it highly unlikely that someone would want to take any drastic action against him for it.

I then asked him if he had reported these threats to local police to which he replied in the negative. I urged him to do so and also asked that he contact his lawyer or friends before taking any drastic actions (i.e., moving).

Mr. McCrystal then became irrational again and when he calmed down, made me swear that I would destroy Mr. Christopher's copy of the list and that if I ever used the list again that I would rewrite it in my own handwriting. I tried to tell him that there was no need for it, because the list would be shown to no one but he would have no part of my explanation. I finally agreed to comply with his request.

He then again became irrational and began to talk about "the mob" being after him. When he calmed down again, he began to speak more deliberately and slowly.

The change in character was quite dramatic.

He stated "You know how much I hate nuclear power and you know how much I want that (expletive deleted) site shut down but its not worth losing my life over.

I've known these guys since fi'C. ade (apparent reference to individuals who threatened him) and now they want to blow my (expletive deleted) head off. It's just not worth it. I'm not going to say another (expletive deleted) thing to anyone."

When I tried to get Mr. McCrystal to identify who had threatened him, he refused, saying they were very good friends of his and he didn't want to get them in trouble. He seemed very melancholy and subdued at this point.

I asked him to believe me when I said that we wanted to help and that we had not shown his list of names to anyone. He then became quite agitated once more and began ranting incoherently that the "NRC was no (expletive deleted) good," and that he was going to get us. Before I could calm him down again he said "I'm getting out of here and now'", upon which he hung up. -
