Dear Mr. Persinko:

This letter transmits to the NRC for information purposes the following final reportsdocumenting radiological soil characterization that was recently completed in portions of theWVDP:1) SEC-RCR -Radiological Characterization Report for the High Level Waste CanisterInterim Storage Area for Task Order 4, Revision 0, April, 20132) SEC-RCR -Radiological Characterization Report for the Balance of Site Facilities (BOSF), Revision 0, April, 2013The Radiological Characterization Report for the High Level Waste Canister Interim Storage Areadescribes the radiological characterization results of near surface soils in the proposed location ofthe WVDP High Level Waste (HLW) canister storage area. The sampling was performed inaccordance with requirements in Reference 1, which was submitted to the NRC on June 27, 2012.This field sampling plan was prepared in accordance with the Phase 1 Characterization Samplingand Analysis Plan for the West Valley Demonstration

Project, Revision 1, June 2011, (CSAP),which describes the environmental radiological characterization activities that will be performed to Mr. Drew Persinko-2August 1, 2013support the Phase 1 decommissioning activities described in the Phase 1 Decommissioning Planfor the West Valley Demonstration

Project, Revision 2, December 2009, (DP).The BOSF describes the radiological characterization results associated with remedial actionsurveys performed after the removal of several BOSF at the WVDP. The BOSF includebuildings, electrical substations, site infrastructure, and gravel and concrete pads that arescheduled to be removed by the WVDP site contractor, CH2M HILL B&W West Valley, LLC(CHBWV).

The BOSF Radiological Characterization Report (RCR) will be a living documentthat will be updated periodically to document the remedial action surveys that are performed asBOSF are removed from the WVDP. The BOSF sampling was performed in accordance withrequirements identified in Reference 2, which was submitted to the NRC on June 27, 2012. Thisfield sampling plan was also prepared in accordance with requirements in the CSAP. The BOSFRCR also includes the results of gamma walkover surveys and soil sampling performed during abackground soil sampling study that was performed at two locations within the Western NewYork Nuclear Service Center.These RCR's are being submitted to NRC for information to partially fulfill requirements of theDP (Reference 3). One paper copy of each report and one compact disc that contains theelectronic files of both reports are being provided.
