This letter transmits to the NRC for information purposes the following final reports documenting radiological soil characterization that was recently completed in portions of the WVDP:

1) SEC-RCR - Radiological Characterization Report for the High Level Waste Canister Interim Storage Area for Task Order 4, Revision 0, April, 2013

2) SEC-RCR - Radiological Characterization Report for the Balance of Site Facilities (BOSF), Revision 0, April, 2013 The RadiologicalCharacterizationReportfor the High Level Waste CanisterInterim StorageArea describes the radiological characterization results of near surface soils in the proposed location of the WVDP High Level Waste (HLW) canister storage area. The sampling was performed in accordance with requirements in Reference 1, which was submitted to the NRC on June 27, 2012.

This field sampling plan was prepared in accordance with the Phase 1 CharacterizationSampling andAnalysis Planfor the West Valley DemonstrationProject,Revision 1, June 2011, (CSAP),

which describes the environmental radiological characterization activities that will be performed to

Mr. Drew Persinko -2 August 1, 2013 support the Phase 1 decommissioning activities described in the Phase 1 DecommissioningPlan for the West Valley DemonstrationProject, Revision 2, December 2009, (DP).

The BOSF describes the radiological characterization results associated with remedial action surveys performed after the removal of several BOSF at the WVDP. The BOSF include buildings, electrical substations, site infrastructure, and gravel and concrete pads that are scheduled to be removed by the WVDP site contractor, CH2M HILL B&W West Valley, LLC (CHBWV). The BOSF Radiological Characterization Report (RCR) will be a living document that will be updated periodically to document the remedial action surveys that are performed as BOSF are removed from the WVDP. The BOSF sampling was performed in accordance with requirements identified in Reference 2, which was submitted to the NRC on June 27, 2012. This field sampling plan was also prepared in accordance with requirements in the CSAP. The BOSF RCR also includes the results of gamma walkover surveys and soil sampling performed during a background soil sampling study that was performed at two locations within the Western New York Nuclear Service Center.

These RCR's are being submitted to NRC for information to partially fulfill requirements of the DP (Reference 3). One paper copy of each report and one compact disc that contains the electronic files of both reports are being provided.
