Dear Mr. Watson:

In response to the referenced email, we are writing to inform the U.S. Nuclear Regulatory Commission (NRC) that the schedule for development of the SEIS for Decommissioning and/or Long-Term Stewardship at the West Valley Demonstration Project and the Western New York Nuclear Service Center (the West Valley Site) has changed due to unanticipated complexities associated with the Probabilistic Performance Assessment (PPA) model.

We appreciate the NRCs commitment to supporting this effort and recognize its involvement as a cooperating agency in this SEIS will require a commitment of resources over the next several years. Enclosed is a revised draft of the SEIS development schedule that includes an estimate of when NRC resources will be needed to support the projected development timeframe for the SEIS and the decommissioning plans.

Additionally, because of NRCs performance assessment experience, the U.S. Department of Energy (DOE) and New York State Energy Research and Development Authority (NYSERDA) request NRC participate in a joint DOE/NYSERDA series of informal non-public meetings concurrent with the development of the joint DOE/NYSERDA PPA model and supporting design documents to allow DOE and NYSERDA to more effectively meet the proposed scheduled submission date of the Draft SEIS for the West Valley Site. The PPA model, once developed, will be used to inform the SEIS, but at this point, the agencies consider all information to be predecisional. DOE and NYSERDA propose to hold technical discussions with the NRCs performance assessment modeling staff that describe technical aspects of the West Valley PPA model. These technical discussions will not require travel and will utilize teleconferencing/online meeting technology such as GoToMeeting© allowing remote participation. Each meeting is expected to be approximately two hours long. Presentation material shall be prepared and technical staff capable of describing and discussing technical
