A self-revealing non-cited violation of
10 CFR 50, Appendix R, Section III.O, was identified for failure of the
reactor coolant pump (
RCP) oil collection system to collect and drain
RCP oil leakage to a vented closed container. Specifically, the licensee found an estimated one to two gallons of oil on the reactor building floor beneath RCP-1B. The licensee initiated a nuclear condition report for this issue. This finding is more than minor because it is associated with the external factors attribute, i.e., fire, and it degraded the reactor safety
Initiating Events cornerstone objective. The team completed a Phase 1 screening of the finding in accordance with
IMC 0609, Appendix F, Attachment 1, Step 1.3, Qualitative Screening Approach, and concluded that the finding was of very low safety significance (Green) because the amount of oil identified in 2008 was bounded by the licensees 2004 analysis (which assumed a 21 gallon oil leak). This finding has a cross-cutting aspect in the Corrective Action Program component of the Problem Identification and Resolution area because the licensee did not take appropriate corrective actions in a timely manner to address the adverse trend related to oil leakage for RCP-1B (NRC
