1EVP-001/SL-2REV.006/23/82II-SelectionProcess-TheselectionofitemstobereviewedbytheTaskForcewillconsistofthefollowingsteps:1-AdeterminationbyFPLofallcandidateitems(componentsorisolatedsectionsofasystem).2-AnappropriatedivisionofthecandidateitemsintoseparategroupsbyFPL,asoutlinedbelow.3-ArandomselectionbyFPL,fromthesegroupsofcandidateitems,ofeight(8)specificitemstobeverifiedbytheTask'Force.Thecandidateitemsincludeall"majorcomponents"which:1-areimportanttosafety,and2-havemulti-disciplineinterfacesThecandidateswillbedividedintoA/EandNSSSitems,andatleasttwo(2)NSSSitemswillbechosen.Thecandidateswillalsobedividedbymajordisciplinesasfollows:1-Civil/Structural2-Mechanical3-Electrical4-Heating,VentilationandAirConditioning(HVAC)5-InstrumentationandControlAtleastoneitemfromeachdisciplinewillbeselected.Thegeneralboundariesoftheitemstobereviewedwillinclude:1-Thecomponentsupportand/orfoundationsystemincludingitsinterfacewiththebuildingstructure.2-Pipingupanddownstreamtothefirstsupportlocations.3-Localpowersupply,instrumentationandcontrols.SpecificboundarieswillbeestablishedbytheTaskForceaftertheitemshavebeenselected,and'omponent-specificboundarysketcheswillbeprepared.
III-EnineerinVerificationProcesstEVP-001/SL-2REV.006/23/82A-TaskForceActivitiesTheTaskForcewilldeterminethedesigninputsconsiderednecessarytoperformanindependentdesignreviewfortheitemsselected.Utilizingthelatestdesigninputs,inde-pendentcalculationsandsketcheswillbegeneratedandcomparedwiththeexistingcalculationsanddrawings.Differencesbetweentheindependentandexistingdesignswillbedocumentedandanalyzed.Ifthedifferencesaredeterminedtobeacceptable,therationalewillbedocu-mentedandthedesignreviewphaseconsideredcomplete.Ifthedifferencescannotberesolved,theprocedureout-linedforunresolveditemsinSectionIII.B.1hereunderwillbefollowed.Uponcompletionofthedesignreviewphaseforaspecificitem,theindependentfieldinstallationverificationphasecanproceed.TheTaskForcewillobtaincopiesofthelatestdrawingsandotherdesigndocumentsusedtoinstalltheitemandwillperformanin-placeexaminationtoverifytheas-builtinstallation,againstthosedrawingsanddocuments.Differenceswillbedocumentedandanalyzed.Ifthedifferencesare.determinedtobeacceptable,therationalewillbedocumentedandthefieldinstallationverificationphaseconsideredcom-plete.If'hedifferencescannotberesolved,theprocedureoutlinedinSectionIII.B.1willbefollowed.Uponcompletionofthefieldinstallationverificationphaseforaspecificitem,theindependentstart-upoperationverification.phasecanproceed.TheTaskForcewillobtainallapplicableperformancedocumentsnotpreviouslyprovidedinadditiontopertinentstart-upproceduresandstart-uptestdatacompletedtodate.Acomparisonwillthenbemadeofthedesignrequirementsversusactualperformancebasedonthestart-uptestingcompletedtodatebyPlantOperations.Differenceswillbedocumentedandanalyzed.Ifthediffer-encesaredeterminedtobeacceptable,therationalewillbedocumentedandthestart-upoperationverificationphaseconsideredcomplete.Ifthedifferencescannotberesolved,theprocedureoutlinedinSectionIII.B.1willbefollowed.4-TaskForceactivitiesoutlinedabovearedepictedontheflowcharts(AttachmentsA2throughA5).
EVP-001/SL-2REV.006/23/82B-ReviewCommittee/Pro'ectTeamActivitiesAnyitemforwhichthedifferencescannotberesolvedbytheTaskForce-whetherinthedesignreviewphase,fieldinstallationverificationphase,orstart-upoperationveri-ficationphase-willbeclassifiedasanunresolveditem(discrepancy),documented,andtransmittedtotheReviewCommitteeforresolution.TheReviewCommitteewillconsistoftheFPLEngineeringProjectManager,FPLProgramCoordinator,EbascoProjectEngineer,CEProjectManager,andtheTaskForceManagers.Technicalsupportwillbeprovidedasnecessary'yFPL,EbascoandCEProjectteampersonnel.(SeeAttachmentA1.2)ShouldtheReviewCommitteedeterminethroughitsownreview-supplementedasnecessarybysupportfromtheProjectteam-thattheunresolveditem(discrepancy)isactuallyacceptable,therationalewillbedocumentedandtheitemrecycledtotheTaskForceforitsagreementandcontinuationoftheverificationprocedure.ShouldtheReviewCommitteedeterminethroughitsownreview-supplementedasnecessarybysupportfromtheProjectteam-thatthediscrepancyisnotacceptable;therationalewillbedocumentedandtheunresolveditemi.dentifiedaseithera~findinoranobservation.Anyunresolveditemwhichcouldaffectthesafetyoftheplantwillbeidentifiedasa~findin.Annnresolveditemwhichresultsfromeitheragenerictechnicalprocessflaworgenericproceduralprogramflawwillalsobeidentifiedasa~findinAnunresolveditemnotaffectingplantsafetybutresultingfromeitheranisolatedtechnicalprocessflaworisolatedproceduralprogramflawwillbeidentifiedasanobservation.TheReviewCommitteewilldocumentallfindingsandobser-vationsbeforetransmittingthemtotheProjectteamforitsreviewandfurtherprocessing.FollowingProjectteamdeterminationof,thecorrectiveactiontobetakenforeachfinding,andobservation,butpriortoactualimplementation,TaskForceconcurrencewillbeobtained.Thiswillenable'theTaskForcetoassureitselfthatallaspectsoftheunresolveditemitoriginallyidentifiedhavebeenaccountedfor.
