The Technical Review Team that the NRC has set up for
, r, the Coranche Peak facility is a team of approxirately 50 engineers and scientists and QA specialists which have been assigned to review all allegations as to ipproper scrkran-ship and construction of the facility.
The Technical Revicu Team is in charge of resolving approxirately 600 allegations, and their findings are going to be published in a Gafety Evaluation Report, a Supplementary Safety Evaluaticn Ecpert,

5 and the personnel man wanted me to come down and take a test. MR. ZUDANS: When was that? I was only 15 miles from the plant, and he called me up to come down and take the test. I asked I him, "What is your test? What does it consist of?" Any 1 welder will ask you that. Ee wants to know what kind of test you're giving him. .i
- ell, a we had to. meet with the welding engineers once every six weeks, and whether you liked it or not and how much you knew about welding, you were t
going to sit in that two-hour session and get lectured on what to do. They had heat cans for you to carry ycur rods t i l in. They kept ther plugged into a rcceptacle. Scretir.es I l i wondered if I had the chance I'd like to check those tecl l houses to see if they had heat cans, you know what I treen, to keep low hydrogen to a certain degree, I rean it's about 60 or 80 degrees. I doubt if they've even got a heat can 1 on the job. ?*R. li A N S C ! : Yes, they have. I've checked ther; nerc t a .m-_,_m,-- -m-m. .e
1 3 i. 1 6 i than once, and when they've been checked, they've been hot. They had to use a glove to take the rod out of the can. _That's good. Okay. That's the reason I didn't go down and test. I didn't even go down there, you know what I rr.ean, because in power house experienco you don't run nothing downhill. On the ToD the tool roon didn't even have any P5. It was all chill rines. If it was l t open butt, then it was heliarc, the stringer was heliarc. f There was no such thing as--you couldn't check out a Lincoln P5 rod. You couldn't got it. They didn't have it, just,to i t keep the welders from getting hold of it. l MR. EUDBARD: What other nuclear plants did you--did you l I work on any others besides-- ~ MR. HUB 3ARD: No, the nuclear plants. ~ I guess. That's a nuclear, ) z.. isn't it? No-- l1 MR. MUD 2ARD: / It doesn't ring any bells to y I don't think they have any nuclear l ne. plants in J J F3R. HUBLARD: All the time did you just ucrk on pire? Did you vork on hangers or anything else? No, sir; solid pipe. MR. HUEBARD: That'swhereyouworhedfor[ ~ ~h l l 'Iworkedaj in three different 1 jobs. They're tough. That's the toughest test ycu'll cver l rake right there, what he's get in his hand. I'll tell iou now hcw crucial it was. 8 progressed, they now have rods that-- Sometimes'I'd accidentally reach in bare-handed and get a rod and it would blister your hand. 7.lso, l ve preheated up to 90 degrees everything before we started uelding. It's unheard of, you know, taking the rosebud and ~ i knocking the chill out of it.

I was told when they first started on that i plant down there, it was just getting started, they did use a 6010 rod, but as time went on they removed all 6010 and all they have now is 7018. They don't have 6010 en the site. Ilost of the welding is involved with hangers, pipe supports, this type of thing, they're done with 7018 exclusively. l I agree there's a lot of tires that n5 in my estication as an experienced welder you should use a cild steel rod in some cases, not on the pipe, but you kncu what i i I'm talking about, on the gap or something like that, because, as you know, 7018 you can't stringer head with it. It's I s_. -. l impossible. You got to have a chill ring. That's the reason there's a chill ring. Believe me, with.=.echtel you cut that l heliarc. You get it right. You got to learn all over, I'm telling you, because it's hard to do.
b. l-9 } ad in the paper--now, you can do this if you want to--rort Worth Trade Echool over here. I'm going to tell you uhat kind of--who's been going out there. They had an advertise-ment in the paper for an instructor to instruct welding. i ) They teach mechanics and welding; it's a GI deal, not too ~ 3 far from here. It's at 3617 Collinwood. The nutter is e 731-8423. Ed I got to talking to the personnel ran over I there and he had a man--one of the instructors was going to 3 4 leave, and I said, "Well, af ter you--the kids, you get the:r i to where you can weld a little bit, do you get thcc a job?" He said, "Yes, we sent several of ther down here to Ccmanche Peak." I was telling you about five years' experience? They i sent school kids down there. I'r going to tell you another one.

HANSEM: I'm sure if they went out of the Trade School, when they ucnt down to Coranche Feak to veld they would hafe had to take a test and pass that test before they would be allowed to weld. Now, they can either test to A;.S 31.1 or they test to AST2 Section 9. You've got to be qualified and have the qualification before you are allowed to work. ' You signed in on each weld the hcur, what , time you started, and when you finished. ( l [ MR. ZUDANS-I guess I'm trying to es'tablish whether I f there is--irregardless of whether you pass a test, is thero an experience factor that's required today? MR. MASTERECN: No. Once you've passed a test, ycu're certified to either AWS or Section 9. MR. HAMSE!!: Sore. unions require that experience before l they allow then to work. This is a non-union plant, so l there are different ru]cs, new ballgare. 1
11 .c MR. MASTERSON: What year was'this that the effort--that this Trade School was sending these people down? Cc you knou? MR. IIANSEN : When did you say you called up there to go down there and take the test? I went down there--it was only 15 riles-- r it was in' thelatterpartof[ ]_ Mow, if I may make a suggestion. If you're putting out a real investigation, I'd call that school and say, "Have you sent welders down there from your school?" Claim you got a son or something you might want to send over there, just bug them a little bit and find out, because this guy readily openly told me that they had sent several down therc.. MR. HANSE'!: If they've got a welding school, I'm sure thcy have. Clarify mc on this: Why wculd it take .five years' experience for roe back in {hentheycansend school kids down now to work on a nuclear power ::lant? i "R. Eld:SE:I: Cecause the rules are different. 12 on lunch hour and sometimes they'd stay after 4:30 I've stayed with them and showcd then how to run a stringer bead and everything just helping ther out, but they never--Lclieve re, they wouldn't strike an arc on a hanger or anything else until they had passed that test. He can go 4000 miles and get out there and be a little shaky or something, you know--I saw them come in] there was four guys fro ] and I know two of.the guys was excellent welders; busted them all, sent them back home, paid them for a day's travel and sent them hom'e. You can put in just as good a bead downhill as you i can uphill. You can develop the strengths going dcun as well I as you can up, so it's the ability of the ran who 's puttint-I it in. i dow, the procedures that they have out there new, the ones that I reviewed, and I revieued a lot of welding pre-cedurcs, did not allcw downhill welding.
