MEMORANDUM FOR:
Vincent S. Noonan, Director l
Comanche Peak Project i
FROM:
Chet Posiusny, Program Coordinator Comanche Project
SUBJECT:
FEEDBACX INTERVIEW WITH ALLEGER A-74 i
On April 30, 1985, Alleger A-74 was interviewed by telephone by TRT members Chet Poslusny and David Jeng. The purpose of this interview was to provide feedback on the TRT's investigation of technical issues raised by the alleger. The allegation (AC-53) was that during April or May 1977 scme non-approved backfill containing concrete, rocks, and trash may have been placed at the intersection of the containment structure and the fuel. handling building for the purpose of temporarily supporting a crane operation.
Mr. Jeng explained that the TRT examined the CPSES FSAR, Section 2.5.4.5,
" Excavation and Backfill," and Figure 2.5.4/27. The figure defines which plant structures and ccmponents should be backfilled with safety-related materials and which ones may be backfilled with non-safety-related materials.
The TRT determined that most of the area the alleger mentioned was a non-safety-related area except a minor portion which was intersected by a pipe trench. The pipe trench required safety-related backfill materials, and the TRT determined that all specificaticn requirements, density requirements, and placement requirements were followed in properly selecting, controlling, and placing the materials.
The alleger was satisfied with the TRT's investigative results. The TRT prcmised to send the alleger a copy of the feedback interview transcript and the SSER.
