SUBJECT:
MINUTES OF TELECON WITH ALLEGER WITNESS FOR JANUARY 6 AND 7, 1985 On January 6 and 7, 1985, I contacted Alleger A-47 (Witness F) to arrange a meeting with him for the purpose of providing feedback on his concerns about the construction of the Comanche Peak Nuclear Power Plant.
I provided the alleger with three options on how we could conduct this meeting. The options included; (1) invitational travel to Washington, (2) TRT travel to the allegers home or (3) a letter summarizing our resolution of his concerns.
I urged the alleger to accept invitational travel as that would be most advantageous to all parties.
The alleger expressed a' desire to be compensated hourly for the time he spends with NRC because he feels that he is performing NRC's function and as such should be rewarded accordingly.
I explained to the alleger that. hourly compensation would not be offered at this time due to time constraints to prepare contracts and our need to complete SSER's in his area in the near future.'
He explained that he would need additional time to consider the three options and would call me the following day. On January 7,1985 the alleger informed me that he was quite disappointed that hourly compensation for his efforts would not be offered by NRC since it had been informally offered to him by NRC management on a previous occasion.
He further stated that since compensation would not be offered that he did not feel obliged to meet with us and that I should provide him with a letter detailing the TRT findings on his concerns.
I indicated that a letter would be sent to him in the near future. He asked me not to send him any correspondence directly, but to send it to GAP for distribution by that organization.
I indicated I would rather send him the original and a copy to GAP, but he insisted that the original letter be sent to GAP for distribution to him.
I left him with the impression that GAP will be the recipient of the original correspondence.
