Dear Dr. Morris:

4 Washington Public Power Supply System submits herewith Artendment No. 4 to its application for a construction permit for the Hanford No. 2 reactor. This amendment conststs of process data for the new low temperature RECHAR system for processing of main condenser offgas, and is submitted in response to AEC Question No. 9.10, January 20, 1972.

The principal features of the RECHAR system were described in Amendment No. 2.

The General Electric Company and WPPSS consider Amendment 4 to be proprietary information. General Electric has informed' us that infor-mation contained in the amendrment was generated by General Electric at its expense, involves an invemtion or inventions beliend patentable and on which one or more patemt applications will be f, ud and is of substantial competitive value to General Electric. Accordingly, since publication of this informaticm would adversely affect the interest of General Electric by destroying; the competitive value of the information and by destroying foreign patent rights on the invention, it is hereby requested pursuant to 10 CFR Section 2.790 of the Commission's Regulations that Amendment 4 be withheld from public disclosure.

In addition to three (3) signed originals, 37 copies of the amendment are also submitted.

Should adiditional copies be required, please inform us and they will be made availlable to you.

Hanford No. 2 AMENDMEN NO. 4 In response to question 9.10.d, the recombiner flow rates presented in table Q.9.10-1 are based upon measurements taken on each GE-BIE that has i

been started up in the past. Flow rates are recorded throughout reactor startup and are reported to G.E.-San Jose in the startup report om each plant. All new data is compared against the design valve which is up-dated and revised as required.
