WASHING ON PUBLIC OWER SU PLY SYSl%E NUCLEAR PROJECT NO. 2 (WNP-2) EXTENSION OF CONSTRUCTION COMPLETION DATE The Supply System requests an amendment to Construction Permit No. CPPR-93 for WNP-2 to extend the "latest completion date" pursuant to 10CFR50.55(b) to February 1, 1984. The earliest completion date for purposes of this extension is December 1, 1982. Construction Permit No. CPPR-93 currently specifies December 1, 1981, as the latest date for completion of construction for WNP-2. In estimating new completion dates for WNP-2, the Supply System has carefully developed revised construction schedules. The revised official completion date is September 1983, and a manaqement objective of improvinq this date to December 1982 has been established. The February 1, 1984, latest construction completion date we are requesting for the purpose of construction permit duration reflects a reasonable allowance for uncertainty.
We consider this appropriate given the potential for continued regulatory changes, labor difficulties, delays in delivery of equipment and materials or other unforeseen events.
The primary factors causing these delays in WNP-2 construction completion were as follows:
~ Changes in the scope of the project including increases in the amount of material and engineering required as a result of regulatory actions, in particular those subsequent to the TMI-2 accident.
~ Construction delays and lower than estimated productivity, which resulted in delays in installation of material and equipment and delays in completion of systems necessitating rescheduling of pre-operational testing.
Strikes by portions of the construction work force.
~ Changes in plant design.

'Mr. Harold R. Denton, Director Page Two Since this amendment involves no significant hazards.consideration, the Supply System requests that the Commission dispense with advance'otice of the amendment, pursuant to Section. 189(a) of the Atomic Energy Act of-1954, as amended. 42 USC 2239(a)
Accordingly, the Supply System requests; pursuant to 10CFR50.55(b) that'he Nuclear Regulatory Commission amend Construction Permit No. CPPR-93 to specify February 1, 1984, as the latest date for completion of WNP-2 with December, 1, 1982, as the earliest date for completion.
The request regarding an amendment of Construction Permit No. CPPR-93 is a Class II amendment, as it has no safety or environmental significance.and is a matter of fo'rmali ty and administrative in nature. (See 10CFR170.22.)
Enclosed is our check i n the amount of $ 1,200 for a Class II Amendment.
The Supply System. recently filed a.,request with the Commission .for a full refund of all fees paid to the NRC by the Supply System. This request for a refund of fees was denied by a letter from Daniel J. Donoghue to R. L. Ferguson, dated August 12, 1981. The Supply System is currently evaluating the NRC position on this matter and accordingly we remit the fee for this construction permit, amendment under protest and subject to refund pending a decision on whether to pursue our request for refund further.
