NRC Seeks Public Input on Environmental Issues for Review of Turkey Point Subsequent License Renewal Report

The Nuclear Regulatory Commission is seeking public comment on the scope of its supplemental E nvironmental I mpact S tatement concerning the subsequent renewed licenses for the two Turkey Point nuclear power reactors in Florida. The staffs additional analysis is prompted by a supplemental Environmental Report received from Florida Power & Light on June 10. The NRC is seeking comment until Nov. 7on the appropriate scope of its supplement to the existing EIS.

FP&Ls report was submitted following several related Commission decisions, one of which concludedthat the generic E IS on license renewal did not analyze the environmental impacts of a subsequent license renewal term. The NRC staffs environmental review of the Turkey Point subsequent renewed license applicati ons had relied on the generic E IS for its analysis of impacts and it was therefore deemed incomplete followingthe Commissions decision.

A separate Commission decision provided an option for license holders, including FP &L, to provide additional environmental information on a site-specific basis, instead of waiting for the NRC staff to revise the generic E IS and complete a related rulemaking. Turkey Points subsequent renewed licenses remain effective, with modified end dates matching those of the previous renewed licenses, until completion of the environmental analysis and a final licensing decision.

The NRC staff has determined it has sufficient information to continue the process and subject FP&Ls report to a detailed technical review. It has been assigned Docket ID NRC-2022-0172. The staff inte nds to examine the environmental issues the Commission determined were not properly evaluated for the subsequent license renewal term, as well as any new information for Turkey Point site-specific issues. The staff is interested in public comments on the scope of the environmental review. Based on Commissiondirection, the NRC will issue an opportunity to request a hearing on the environmental review once the staff has produced a draft supplement to the EIS.
