Pursuant to 10 CFR 72.248, TN Americas LLC (TN) has updated ANUH-01.0150, the Standardized Advanced NUHOMS UFSAR, last updated by the referenced submittal, and herewith submits UFSAR Revision 12 replacement pages for docketing. This update incorporates changes implemented by TN for the time period of 11/18/21 to 3/23/23. No amendments to CoC 1029 became effective during this timeframe.

The changed areas are marked as follows:

In accordance with 10 CFR 2.390, Enclosure 1 provides an affidavit specifically requesting that this proprietary information be withheld from public disclosure. This submittal also includes security-related information, which should be withheld under 10 CFR 2.390. The Enclosures transmitted herein contain SUNSI. When separated from enclosures, this transmittal document is decontrolled.

E-62023 Document Control Desk Page 2 of 2 Proprietary version of the UFSAR replacement pages is provided as Enclosure 2. The public version of the UFSAR replacement pages is provided as Enclosure 3.

In addition, TN Americas LLC hereby submits a 10 CFR 72.48 summary report pursuant to the requirements of 10 CFR 72.48(d)(2). The last 10 CFR 72.48 summary report was provided in the referenced submittal. Enclosure 4 provides a brief description of changes, tests, and experiments, including a summary of the 10 CFR 72.48 evaluation of each change implemented from 11/18/21 to 3/23/23 for the Standardized Advanced NUHOMS System, including indication as to whether the evaluations had associated UFSAR changes that were incorporated into the UFSAR.

I, Prakash Narayanan, depose and say that I am a Vice President of TN Americas LLC, duly authorized to execute this affidavit, and have reviewed or caused to have reviewed the information which is identified as proprietary and referenced in the paragraph immediately below. I am submitting this affidavit in conformance with the provisions of 10 CFR 2.390 of the Commissions regulations for withholding this information.

The information for which proprietary treatment is sought is contained in Enclosure 2 and is listed below:

I have personal knowledge of the criteria and procedures utilized by TN Americas LLC in designating information as a trade secret, privileged or as confidential commercial or financial information.

Pursuant to the provisions of paragraph (b) (4) of Section 2.390 of the Commissions regulations, the following is furnished for consideration by the Commission in determining whether the information sought to be withheld from public disclosure, included in the above referenced document, should be withheld.

1) The information sought to be withheld from public disclosure involves portions of the updated final safety analysis report, related to the design of dry spent fuel storage systems, which are owned and have been held in confidence by TN Americas LLC.
2) The information is of a type customarily held in confidence by TN Americas LLC, and not customarily disclosed to the public. TN Americas LLC has a rational basis for determining the types of information customarily held in confidence by it.
3) Public disclosure of the information is likely to cause substantial harm to the competitive position of TN Americas LLC, because the information consists of descriptions of the design of dry spent fuel storage systems, the application of which provide a competitive economic advantage. The availability of such information to competitors would enable them to modify their product to better compete with TN Americas LLC, take marketing or other actions to improve their products position or impair the position of TN Americas LLCs product, and avoid developing similar data and analyses in support of their processes, methods or apparatus.

During this period, a temporary shield plug is installed in the AHSM doorway for ALARA purposes. However, tornado wind and missile loadings do not apply in this portion of the temporary configuration since administrative controls are credited to ensure that the HSM door is installed, or the TC is connected to the inspection ring assembly, during the occurrence of a tornado event and, thus, the temporary shield plug is not relied upon for tornado protection. The temporary shield plug will sit in the AHSM doorway, i.e., a maximum of 2 inches from the DSC, So, if it were to tip into the HSM, there would be no appreciable impact force on DSC and, therefore, would not challenge the DSCs structural integrity function.

A calculation demonstrated that the inspection ring cask restraint system was capable of meeting the AISC Manual of Steel Construction allowable stresses limits during insertion and retrieval of the DSC. A calculation also demonstrated that the mounting bracket and shielding system of the inspection ring assembly met the applicable stress limits considering dead loads, hydrostatic loads, handling loads, and tornado loads.   • The inspection ring restraints (both inspection ring assembly to the HSM and TC to the inspection ring assembly) are equivalent to the original TC to HSM restraints, which are not seismically qualified. Therefore, the inspection ring assembly restraints do not need to be seismically qualified.
  • The USFAR does not contain an evaluation of a seismic event while loading or unloading a DSC from an AHSM. The use of the inspection ring assembly does not alter this evolution other than the TC is connected to the inspection ring assembly, which is connected to the AHSM. The inspection ring assembly is not relied upon to provide structural support to the DSC during the transfer. Since the UFSAR does not evaluate a seismic event during loading/unloading operations, there is no UFSAR requirement to evaluate a seismic event while the Inspection Ring Assembly is attached.
  • During a seismic event, there is the potential that the inspection ring assembly could impact a DSC, but the gap between the shielding system and the DSC is small and the impact would generate no appreciable dynamic force. Therefore, there is no appreciable impact force by the shielding system to the DSC.

Use of the tornado protection administrative controls in the procedure(s) and the above structural evaluations ensure that the structural integrity design function is maintained.

A thermal evaluation was performed. The Inspection ring assembly will be positioned against the AHSM front wall blocking inlet air flow of AHSMs. The Inspection Ring Assembly completely blocks the inlet of the AHSM loaded with the DSC being inspected. In order to maintain continuous airflow, the concrete block below the inlet vent is removed.

The removal of this block increases the size of the inlet and thus improves the thermal performance of the AHSM loaded with the DSC to be inspected. The adjacent AHSM inlets are partially blocked (30.3%

blockage) by the inspection ring assembly.

Enclosure 4 to E-62023 LR No. Description of Change, Test, or Experiment Summary of Evaluation 721029-A calculation performed a thermal analysis of this configuration by assuming 60.6% blockage of the affected inlet vents (which bounds the actual condition of 30.3% partially blocked vent). The analysis recognized that the sites fuel would have been in storage for many years and thus assumed a DSC decay heat load of 6 kw. The analysis determined a DSC shell temperature of 215 °F which is much less than the Design Basis temperature of 332 °F reported in Table 4.4-4 of the UFSAR.

Placing administrative controls in the procedure(s) to ensure the decay heat is less than 6 kw, removal of the concrete block below the inlet vent, and the above calculation ensure that the heat removal design function is maintained.

All eight 72.48 evaluation criteria were met.

  • No associated UFSAR changes were required.
