SUPMARY OF MEETING HELD ON OCTOBER 2,1978 TO DISCUSS AN EXTENSION OF THE OPERATING INTERVAL FOR FOUR MORE MONTHS q Background i

Turkey Point 3 was granted an extension of two equivalent months to

the operating interval of six equivalent months from February 1,1978 1 by Amendment 36 on June 2, 1978. The purpose was to avoid having Unit 3 shutdown for a steam generator inspection at the same time Unit 4 was shutdown for reload and steam generator inspection.

On July 19, 1978 a small leak was detected in steam generator 3c.

The leak was plugged the first week in August. On September 26, 1978, I Florida Power and Light Co. (FPL) submitted a proposed amendment l

< request which would extend the operating interval for Unit 3 an additional four equivalent months. In addition to a technical basis, dollar and man-rem costs were cited. This meeting was called a to discuss the amendment request in more detail. See Attachment 1 j for a list of attendees. -

! Meeting Sumary O

Mr. George Liebler presented the following impact related information:

1. An estimated 200 man-rem of exposure can be expected to I result from a shutdown and full steam generator inspection.  !

2. Six to seven million dollars would be expended by FPL for l replacement power costs.
3. And the loss of economic benefit due to an inspection shut-  !
down would last for approximately 21 days.
4. The last tube leak report was in August 1978. I I

6. If the requested extension is granted, the Unit 3 full steam i l generator inspection would be accomplished at the next refueling i outage, expected to occur on January 1979.  !

4 A technical basis in support of the requested extension was presented a by the Westinghouse personnel. This was an elaboration of the data i

presented in the September 26, 1978 proposed amendment request. The techniques of. the analyses performed were reviewed with an explanation -

of the conservatism employed.

We indicated that we would need additional supporting bases to complete our review of FPL!s request for extension.

k The bases should include assurances that, should substantial leakage

'} resulting in shutdown occur during the extension period requested, positive corrective steps will be taken on tubes that exceed the tube

([) plugging criteria. Also, there should be assurances at this time

, that a full inspection of all three steam generators will be performed ,

j in the event that the extent of tube degradation is found to exceed  :

! the presently projected low rate of degradation.

The licensee agreed to respond to these areas of concern as soon as possible. .

We stated that with a timely FPL response, we would expect to make .

a licensing decision prior to October 17, 1978, the time Unit 3 ,

will otherwise be required to shutdown if the requested extension is not granted.
