ADMIN - RO ADMIN-78 looks like equipment control to me. Conduct of Operations evaluates the applicants knowledge of the daily operation of the facility Licensee demonstrated that it this has been properly assigned.

ADMIN 113 was a free look. I already commented. There must be a way to put some meat on this bone. For example, if there is a > 5% difference between channels, how does the operator determine which of the two channels is inoperable?

JPM revised ADMIN-16 looks like equipment control to me. Radiation control is radiation hazards and protection (of plant personnel and the public). An example of equipment control is For example, have the applicant demonstrate how he or she would take a failed system or component out of service, initiate maintenance on the system, and test the system before placing it back in service.
