The following was submitted via fax by the licensee:

"On September 11 , 2003 at about 0655 PDT, SoCal Tracon (San Diego FAA) called Southern California Edison (SCE) stating they were tracking an unidentified aircraft circling an area near the San Onofre site at about 3500 feet. In response, SONGS security 'rovers' were sent to higher ground to observe and report any unusual or suspicious activities. Two Security Supervisors were sent to the top level of the turbine deck, one to the north and one to the south to do the same. No suspicious activities were observed. At 0712 PDT, SCE called SoCal Tracon who reported that the unidentified aircraft had left the area.

"Although not confirmed, it is possible that the aircraft was observing a traffic accident and resulting traffic jam that occurred this morning on Interstate 5 about two miles south of SONGS.

"No additional security actions were required. At the time of this occurrence, both Units 2 and 3 were operating at about 100 percent power. SCE has notified the NRC resident inspectors about this occurrence and will provide them with a copy of this report."

Important to note that no aircraft was seen from the plant itself.

At 0845 ET on 08/14/04, North Anna security was notified by FAA Domestic Events Security that Potomac TRACON radar was indicating an unidentified aircraft in the general area of the North Anna site, but that the contact may not be real due to anomalies in the radar indications. Called FAA Domestic Events Security who confirmed that the contact may not be real based on variations in transponder codes and the fact that neither Northeast Air Defense nor Immigrations and Customs Enforcement radars showed the contact.

Notified T AS!(b)(7)(C) !and conducted a conference call with the FAA Desk at NORAD, Cheyenne Mountain who indicated that they were aware of what appears to be a radar maintenance problem.

At 0936 ET, the licensee reported receiving another call from FAA Domestic Events Security confirmina that the contact was not real and was the result of a radar alignment maintenance activity. Notified TASl(b)(7)(C) I This report is closed, no further NRC action is expected.

A plant employee, while driving to the plant via the plant access road, observed what he believed to be a drone flying over the plant's owner controlled area. The aircraft was white with no identifiable markings and was flying in a south to north direction at an altitude of 20 - 40 ft.

A plant security officer caught a glimpse of the aircraft as it flew near the plant intake and he believed it was a glider.

The unidentified aircraft made one pass along the shoreline of the facility.

There was no change in security posture due to the incident.

Facility security observed an unidentified aircraft fly over the containment building, in the direction west to east, with an altitude of approximately 350 ft. Aside from two red lights, no markings or description of the aircraft were identified due to the early morning darkness.

The licensee was notifying the NRC resident inspector next.

Security is in the process of notifying local law enforcement and FBI.

Notified the R4DO (Drake), ILTAB (via email).
