MEMORANDUM FOR: Sharon R. Connelly, Director Office of Inspector and Auditor

THRU: George A. Mulley, Jr., Assistant Director for Investigations Office of Inspector and Auditor , h)

FROM: Lyle B. Smith, Investigator Office of Inspector and Auditor h

SUBJECT:

OIA FILE 186 ALLEGED NONRESPONSIVENESS BY THE OFFICE OF INVESTIGATIONS (01), REGION IV In a March 13, 1986, letter to the Assistant Director for Investigations (ADI), Office of Inspector and Auditor (0IA), Mrs. Vida Hill, a former employee of the Kansas Electric and Gas Company, Wolf Creek Nuclear Power Plant, Burlington, Kansas, expressed her dissatisfaction with the responsiveness of the Office of Investigations (01), Region IV. On January 14, 1985, Hill provided 0I infomation concerning alleged wrongdoing by plant management at Wolf Creek. Subsequent efforts by Hill to obtain information from 0! regarding the resolution of her concerns were unsuccess-ful.

In a letter dated June 10, 1986, the Assistant to the Director. 01, responded to Hill's request for information. He informed Hill that her allegations had been investigated by 01, however, the information and documents requested by Hill could not be released until 01 determined that the release would not adversely effect another ongoing 01 investigation at Wolf Creek.

In a January 22, 1987, memorandum to 0I A, the Director, 01, Field Office, Region IV, advised that copies of the synopsis portions of O! Investigation Reports 4-85-011, 4-85-012 and 4-85-013 and the narrative portion of 01 Assist

! to NRC Inspection A4-85-005 had been provided to Hill. The Director, 01, Region IV, further advised that a copy of the January 1985 transcript of l Hill's interview with Richard K. Herr (former Director 01, Region IV), would be provided to Hill during the week of January 26, 1987.

My review of this matter determined there was no effort by OI to deliberately l delay providing Hill the information and documents she requested. In light of l the fact that the information requested by Hill has been provided to her, l recommend this inquiry be closed.
