ISSUANCE OF ORDER MODIFYING LICENSE NO. R-125 TO CONVERT FROM J HIGH T0 LOW-ENRICHED URANIUM (AMENDMENT h0. 12) - UNIVERSITY OF MASSACHUSETTS LOWELL (TAC NO. M86788)

Dear Dr. Kegel:

The U.S. Nuclear Regulatory Commission (NRC) is issuing the enclosed Order, Amendment No. 12 to facility Operating License No R-125, to authorize the I conversion from high enriched uranium (HEU) fuel to low-enriched uranium (LEU) fuel. This Order modifies the license in accordance with Section 50.64 of Title 10 of the Code of Federal Reaulations (10 CFR 50.64), which requires that non-p'.,wer reactors, such as the reactor at the University of Massachusetts Lowell, convert to LEU fuel under certain conditions. The Order is bein9 issued in accordance with 10 CFR 50.64(c)(3) and in response to your submittal of May 21, 1903, as supplemented on March 17, 1994, May 16, 1997, 2nd June 6, 1997.

The portions of the Order that allow possession of the LEU fuel- [ License Condition 2.B.(2)] and require submission of a startup report within 6 months of achieving initial criticality with LEU fuel (License Condition 2.C.(4)] are l to be implemented 30 days after the date of publication of this Order in the i

Federal Reaister. The portions of the Order that change License Condition 2.B.(4) to allow the possession but not the use of the HEU fuel and that change Licence Condition 2.C.(2) and the technical specifications to ap)1y to LEU fuel are to be implemented on the day of receipt of an adequate num)er and type of LEU fuel elements that are necessary to operate the facility as specified in your submittal and supplements.

Copies of replacement pages for the technical specifications and of the NRC staff safety evaluation for the conversion to LEU fuel are also enclosed. The Order is being sent to the f.ederal Reaister for publication.
