An announced inspection of your reactor operation and safety surveillance programs was

conducted by Mr. Stephen Holmes of this office, on April 6-8,1993, of activities authorized by

NRC License No. R-125. Discussions of our findings were held by Mr. Holmes with you and

other members of your staff at the conclusion of this inspection.

Areas reviewed during this inspection are important to public health and safety and are described

in the enclosed inspection report.

Within the scope of this review, we observed that your surveillance program and associated audit

were very effective. However, we noted that, due to the loss of two personnel, your operations

staffing is below the minimum level described in your NRC-approved Safety' Analysis Report

(SAR). You stated that the described positions would be filled within six months and that they

would be maintained to ensure your continued ability to meet safety and regulatory requirements.

We request that you keep us informed of your progress in filling the vacant positions. No

violations of regulatory requirements were observed during this inspection, and no reply to this

letter is required.
