Power Plant. Separate cover letters directed the application to the Commission and this Licensing Board, but the pleading was captioned "Before the Atomic Safety and Licensing Appeal Board", was filed with the Appeal Panel, and requested relief from "this Appeal Board".

l For reasons with which we concur, on June 18, 1986, an Appeal Board dismissed the application for a stay. That ruling is the law of the case.

l ORDER For all the foregoing reasons and upon consideration of the entire record in this matter, it is this 18th day of June,1986, ORDERED That the application for an order staying the effectiveness of the NRC May 30, 1986 authorization of licensing amendments for the Diablo Canyon Nuclear Power Plant is dismissed.
