If filing or service is accomplished by mail, an expedited delivery service is to be employed.

Irrespective of when the operating license amendments authorized by the September 11 initial decisior: might be issued by the NRC staff, the applicant is to refrain from taking any action sanctioned by the amendments pending further order of this Board, 1
