Dear Mr. Symolon:

Thank you for your letters dated June 23, 1986 and August 29, 1986, expressing an interest in obtaining the reactor analysis program COBRA-TF (Cycle 13).

This code is being maintained at Idaho National Engineering Laboratory (INEL).

The U.S. Nuclear Regulatory Connission (NRC) is happy to transmit to you a magnetic tape containing the code and a copy of the user's manual provided that the Knolls Atomic Power Laboratory (KAPL) agrees to the following:

1. KAPL will not release the code software to any third party, unless that third party has also obtained an agreement with the NRC.
2. KAPL will immediately notify the NRC of any connercial power reactor safety problem which may be uncovered through the use of the code, as required by the standard Code of Federal Regulations.
3. If KAPL discovers code errors, KAPL will communicate these errors to the code developers at the Idaho National Engineering Laboratory (INEL).
4. KAPL will make the nonproprietary and unclassified results of the code use available to the NRC.
5. If KAPL makes any nonproprietary and unclassified improvements and/or modifications to the code, these improvements and/or modifications will be made available to the NRC.
6. KAPL will provide NRC with a nonproprietary sunnary of any proprietary and unclassified modifications to the code which are developed by including a summary of the impact on representative predictions on connercial power plants.
7. If KAPL requires INEL's assistance to implement and/or use this software, the assistance will be given on a cost recovery basis and will be negotiated in a separate agreement with the NRC.

It is understood that the recipient institution will pay INCL's shipping and handling charges for the tapes and manuals.
