Dear Mr. Symolon:

Thank you for your letter dated June 23, 1986, obtaining the reactor analysis program COBRA-TF (Cycle 10 .was This code expressing)anin developed at Pacific Northwest Laboratory (PNL). However, it will be maintained at Idaho National Engineering Laboratory (INEL) subsequent to October 1, 1986. The U.S. Nuclear Regulatory Comission (NRC) is happy to transmit to you a magnetic tape containing the code and a copy of the draft user's manual provided that the Knolis Atomic Power Laboratory (KAPL) agrees to the following.

1. KAPL will not release the code software to any third party, unless that third party has also obtained an agreement with the NRC.
2. KAPL will imediately notify the NRC of any reactor safety problem which may be uncovered through the use of the code, as required by the standard Code of Federal Regulations.
3. If KAPL discovers code er e s, KAPL will communicate these errors to the Idaho National Engineering Laboratory (INEL).
4. KAPL will make. the nonproprietary results of the code use available to the i NRC.
5. If KAPL makes any nonproprietary improvement and/or modification to the code,

  • Paul Symolon 2 In interpreting the results of your analyses under Items 2 and 4 above, bear in mind that the COBRA.TF (Cycle 10) code has not yet been completed. We do not warrant the accuracy of the results for any particular use or application.

The signature below of an appropriate official of your company will indicate acceptance of these items. If you accept these tenns I will arrange for the transmittal of the tape and draft user's manual to the above address. Please feel free to contact Jose' N. Reyes (301-427-4422), of my staff, should you have any further questions.

It is understood that the recipient institution will pay INEL's shipping and handling charges for the tapes and manuals.
