. Licensee: General Public Utilities Nuclear Corporation Three Mile Island, Unit 2 Docket No. 50-320

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTY - $40,000 This is to inform the Comission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Forty Thousand Dollars ($40,000) will be issued on or about September 29, 1986 to General Public utilties Nuclear Corporation. This action is based on a modification made to the Reactor Building Polar Crane (RBPC) without proper engineering review and documentation. The modification involved the addition of a hand release mechanism which directly affected the ability of the main hoist brakes to properly function. This was another more serious example of procedural and management control weaknesses included in a Notice of Violation issued on February 28, 1984 involving refurbishment work associated with the RBPC.

It should be noted that the licensee has not been specifically infonned of the enforcement action. The Director, Office of Inspection and Enforcement, has been authorized by the Commission to sign this action. The schedule of issuance and notification is:

Mailing of Notice September 29, 1986 Telephone Notification of Licensee September 29, 1986 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Pennsylvania will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

, Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
