Dear Sir:

l The purpose of this letter is to provide notification that two related NRC commitments are being combined and revised, and that the due date for the new NRC commitment is being extended. in the referenced letter, Florida Power Corporation (FPC) made the following commitments:

Violation 50-302/97-12-02. Issue #1 Dose calculations for Hydrogen Purging Operations will be finalized and incorporated into Revision 25 to the FSAR [ Final Safety Analysis Report) which is scheduled to be l submitted by August 2,1998.

Violation 50-302/97-12-05, Issue #1 FSAR Chapter 14B will be revised to incorporate the results of this evaluation

[ hydrogen generation and hydrogen purge dose calculations) and will be included in Revision 25 to the Updated FSAR, which is scheduled to be submitted by August 2, l 1998..

The hydrogen purge dose calculations have been finalized. Changes made to previous l, hydrogen generation and hydrogen purge dose calculation methodologies and assumptions result in an increase in post-accident dose to members of the general public. Although the f 1

increased dose is still well within the limits of 10 CFR 100, necessary changes to Chapter l 14 of the FSAR have been determined to involve an unreviewed safety question as defined by 10 CFR 50.59. Necessary changes to Chapter 14 of the FSAR must receive prior NRC review and approval before being incorporated. This process cannot be accomplished in ,pC time for incorporation into Revision 25 of the FSAR, which is scheduled for August 2, ),

1998. Therefore, the above two commitments are being combined and revised, and the due date is being extended as follows: ,
