INTRODUCTION In accordance with the requirements of 10CFR 73.55 (b) (4), and 10CFR 73 Appendix B, the Security Force Training and Qualification Plan for the Indian Point 3 Nuclear Power Plant, (IP3) outlines the process by which Security Force Members (SFM) will be selected, trained, equipped, tested, and qualified. The objective of this plan is to ensure that the IP3 Security Force is capable of performing all assigned critical duties necessary to implement the IP3 Physical Security and Safeguard Contingency Plans.

The Training and Qualification Plan is designed to detect deficiencies in Security Force performance, to remediate deficient performance, and to maintain desired levels of proficiency.

Periodic training exercises and drills shall be conducted to assess and ensure Security Force effectiveness in executing Contingency Response tasks not performed during normal operations.

1. EMPLOYMENT SUITABILITY AND QUALIFICATION 1.1 Suitability

The New . York Power Authority (NYPA) confirms that Security Force members, prior to employment or assignment to the security organization, shall meet the suitability criteria of 10CFR 73 Appendix B, relative to minimum age, educational development and felony convictions.

1.2 General Physical Qualifications NYPA confirms that Security supervisors shall, as part of their nermal duties, observe Security Force members, to detect any indication that Security Force members cannot perform the physical tasks necessary to successfully accomplish assigned duties.

The physical ability. to perform all critical tasks will be identified and tested by performance objectives established as part of this plan, prior to their assignment in a capacity requiring performance of those tasks..

1.3 Initial Physical Examination NYPA confirms that Security Force members shall pass a physical examination administered by a licensed physician. The physician will attest that the examination confirmed that the examinee is physically capable of perfonning all assigned security duties. In addition. the physician will attest that armed personnel and base station operators meet the vision, hearing, disease, addiction and other physical requirements of 10CFR 73, Appendix B, sections LB.1 and I.C.

' Subsequent to this medical examination, NYPA confirms that Security Force members shall pass a practical physical exercise program that considers job related functions such as strenuous activity, physical exertion, levels of stress and exposure to the elements.

1.4 Annual Physical Requalification NYPA confirms that Security Force members shall be tested annually to ensure they meet the vision, hearing, disease, addiction, and other physical requirements of 10CFR 73 Appendix B sections I.B. and I.C.

The ability of Security Force members to perform critical tasks while wearing corrective lenses, hearing aids, or while afflicted with nuld color vision defects (if applicable) shall be tested to performance objectives as part of qualification requirements, to ensure such aids or defects do not significantly degrade performance of critical tasks.

Any Security Force members, whose uncorrected distance vision is less than 20/40 in the better eye, shall be required to carry an extra pair of safety corrective glasses while on duty.

Any Security Force members who become physically incapacitated subsequent to the lag required physical examination, so that they could no longer perform assigned duties, shall provide medical evidence of recovery and ability to perform such security duties prior to reassignment, as required by 10 CFR 73, Appendix B, section I,B,b,5.

1.5 Osneral Mental Qualifications NYPA confirms Security supervisors, as part of their normal duties, shall observe Security Force -,

members to ensure that they demonstrate the mental and communication skills required to {

1.6 Initial Professional Mental Examination NYPA confirms that Security Force members shall pass an initial examination by a health professional, to identify emotional instability. The health professional will attest that the examination revealed no emotional conditions which would interfere with performance of assigned Security duties in accordance with 10CFR 73, Appendix B, l.B.2.

i 1.7 Continued Observation NYPA confirms that Security supervisors, as part of their normal duties, shall observe armed response personnel and base station operators for any indication of emotional instability that may interfere withjob perfom1ance.

A licensed health professional, trained to detect emotional instability, shall be available to consult l with the IP3 Security Manager to resolve any question of an individual's stability, l

any such individual, whose stability is under question, shall not be pennitted to perform Security duties until the professional examiner attests that no condition has been detected which would interfere with performance of critical Security tasks.

1.8 Contract / Temocrary Security Personnel NYPA confirms that contract security personnel or temporary security personnel shall meet the suitability, physical and mental requirements as appropriate to their assigned security duties in accordance with 10CFR 73 Appendix B (I).

i 1.9 Base Station Ooerator / Resnonder Physical Reannlification NYPA confirms that base station operators shall be required annually to meet the physical qualifications of 10 CFR 73 Appendix B (I.B.I.b).

  • e 1.10 Documentation NYPA confirms that the results of suitability, physical, and mental qualifications data and test results shall be documented for all SFM, contract security personnel, and temporary security personnel. NYPA confirms that this documentation shall be retained as a record on site for three years from the date of obtaining and recording these results. NYPA confirms that this documentation shall be available for inspection by an authorized representative of the NRC.

NYPA confimis that individual qualification records shall document initial qualification and annual requalification in critical security tasks, and be certified by the Security Manager / Designee that all performance objectives associated with an individual's assigned duties, have been successfully demonstrated. The qualification record documents that SFM have successfully performed, before assignment, critical security tasks identified for that assignment, under conditions, and to standards established in this plan. The qualification record shall contain the date of satisfactory performance of a critical task, the name and initials of the qualified evaluator who evaluated the SFM, and the initials of the SFM. The qualification record shall document deficiencies, remediations and re-evaluations when applicable. NYPA confirms that individual qualification records will be retained for a minimum period of three years.

NYPA confirms that individual qualification records for contract security personnel and temporary security personnel will be retained for a minimum period of three years.

2. TRAINING REQUIREMENTS 2.1 Initial Training and Qualification All personnel assigned Security duties, as listed by the Task and Duty Summary (Section 4.4) shall be trained and qualified in accordance with the Training and Qualification Plan.

Individuals may be trained, qualified, and assigned to perform any or all Security duties.

Individuals must complete prerequisite training before beginning on-the-job training and evaluation.

During initial on-the-job training, an individual mcv perform tasks for which they have not yet been qualified, provided this is done as part of the training program under the direct control of a qualified trainer or qualified evaluator.

2.2 Retraining and Annual Reanalification l Retraining shall be conducted for all Security personnel as necessary. ,

2.3 Performance Deficiencies If, during a task evaluation, an individual is found deficient in the performance of an element of a task, they shall be remediated and reevaluated on the performance of the specific tnk element (s).

If an individual is found to be deficient in the performance of assigned security duties, then the individual's supervisor shall correct the performance immediately by remediation, or if this is not possible, shall reassign the individual to other security duties for which they are qualified, until remediation can be accomplished.

A deficiency in a particular saligliani shall not restrict a SFM from being assigned to another Security duty area which does not require the performance of the task element in which the officer was judged to be deficient. The supervisor shall use the Task and Duty Summary (Section 4.4) to determine if the SFM can be assigned to another duty area.

2.4 Security Eauipme_n1 Security Force members are trained and qualified in the use of all security equipment required for the performance of their normal duties.

Response force task evaluations will be performed using security equipment required for the

- performance of those duties.

Firearms performance evaluations will be performed using site issued equipment.

2.5 Training Materials Copies of Training materials developed for the implementation of the Training and Qualification Plan (including lesson plans, examinations and thejob performance measures) will be available for inspection by an authorized representative of the NRC.

2.6 Performance Testing Satisfactory. performance of a task element will be demonstrated using written .or oral examinations, or the actual or simulated performance of the task element.

3. Firearms Training 3.1 Firearms Training and Qualification NYPA confirms that the performance objectives of the IP3 security force Training and Qualification plan will address the areas delineated in 10CFR 73 Appendix B, Section III.

All individuals required to use firearms in the performance of security duties shall meet the requirements of 10CFR 73 Appendix B, Section IV.

3.2 Firearms. Ammunition. and Equipment NYPA confirms that the firearms and ammunition utilized by the Security Force meet the specifications of 10CFR 73 Appendix B,(V).

NYPA confirms that personnel equipment is readily available for individuals assigned contingency securityjob duties.

3.3 Initial _Qu_alification and Annual Requalification NYPA confirms that initial firearms qualification shall meet the standards of 10CFR 73 Appendix B, Section IV.

NYPA confirms that firearms requalification shall be conducted annually and shall meet the standards of 10 CFR 73 Appendix B, Section IV, D.

4.Tash and Duty Analysis 4.1 Duty Descriptions

[A] Security Shift Coordinator Duty Summary: Directs the physical security activities of the security organization during the shift in meeting threats, including coordination with Operations personnel and ofr-site assistance; insures that the shift conducts its operations in accordance with the Security Plan and Security Procedures; conducts surveys, audits, and reviews; maintains an audit program along with required documentation of security force activities; exercises control over keys, lock.s, and firearms; assesses threats to the site; completes incident reports; May perform other tasks as authorized by the Security Manager / Designee.

Equipment: Portable radio, flashlight, site issued firearm, testing equipment.

Wearing normal uniform and equipment, the examinee will move from the Secondary Access (

Facility to the vicinity of the 95' hatch (outside), assume a defensive posture within 1 minute and l 40 seconds and immediately notify CAS of status. Distance from the Secondary Access Facility to the 95' hatch (outside)is 339 feet plus 80 stairs.

Physical Fitness Demonstration -Indoor Run Wearing normal uniform and equipment, the examinee will start in the vicinity of the 33' South Loading Well, move (via the T-1 stairs) to the 53 ' hatch (West side), assume a defensive posture within 45 seconds and immediately notify CAS of status. Distance is 97.8 feet plus 27 stairs.

Physical Fitness Demonstration - Flexibility Wearing normal uniform and equipment, the examinee will start at the Command Post Window post, move to the South Loading Well(via an outside route) using a ballistic shield until other cover becomes available, enter the South Well, proceed to the vicinity of door #215, assume a defensive posture within 1 minute and 40 seconds and immediately notify CAS of status.

Distance is 661 feet plus 5 stairs.

- Qualification: Examinee must pass the test in each group and must complete all three tests within 45 minutes of the initiation of the first test.
